A rural assembly hall also known as the ‘Tatar Kilem’ was inaugurated at Ungma village by Sharingain Longkumer, Speaker, Nagaland Legislative Assembly on May 3.

The rural assembly hall in Ungma village is dedicated to the citizens of Ungma village in honour of the Putu Menden Tatars of Ungma village, who have been practicing democratic village management since time immemorial.

Speaking at the inaugural programme, Sharingain Longkumer said, the Ungma Rural Assembly Hall was previously christened as the Ungma Village community Hall and was constructed under the vision of establishing a Model Village conceptualized by Dr S C Jamir, Former Chief Minister of Nagaland.

Longkumer said the assembly hall was built anticipating its use in the future because the Central Government and State Government policies had undergone a paradigm shift by empowering the public and village councils in governance for accountability, transparency, and sustainability, as envisaged by the 73rd and 74th Constitutional Amendments.

He went on to say that after a decade, the need to establish the Rural Assembly Hall was felt urgently in order to relook into the various missions of their ancestors so that the younger generation could continue to build on the foundations laid by the elders in pursuit of a collective vision of a progressive and transformed Ungma.

The Rural Assembly Hall (Tatar Kilem) with sitting capacity for 180 Tatars along with public gallery, sitting capacity of 50 people is also equipped with the latest modern technology, GIS maps, Village Scale Model and modern amenities to assist the village council members in the deliberation and preparation of sustainable development policies and rules for administration of customary justice and governance in the interest of public welfare at the village level.

Earlier during the program, Tiajungba Longkumer, president, Ungma Senso Mungdang gave the keynote address while Nungshilepden Jamir, Chairman, Village Council Ungma and Temsuzenba Longkumer delivered short speeches. The programme was chaired by Limatongzuk Jamir, President, Ongpangkong Students Union (OKM).
