Key stakeholders, including village council members, youth representatives, contractors, and the Public Works Department (PWD), met here on Wednesday to review the stalled progress of the Humtso-Elumyo road project under the Pradhan Mantri Gram Sadak Yojana (PMGSY).
The coordination meeting was attended by PWD Sub-Divisional Officer (SDO) Er Chandemo Tungoe, contractor’s representative Tsenpo Murry, and officials from the Humtso Village Council and the Humtso Village Youth Organisation (HVYO).
Sanctioned under PMGSY-III in March 2024 with an 18-month completion timeline, the rural connectivity project has witnessed limited progress and is currently running on its second extension.
According to officials, preliminary works executed so far include earth cutting, excavation of side drains, installation of Hume pipe culverts, and the construction of protection walls. However, core engineering components—including Full Depth Reclamation (FDR), Plain Cement Concrete (PCC), and bituminous surfacing—are yet to commence.
The department informed the stakeholders that efforts are underway to complete the road by March 2027, while the contractor's representative assured that on-ground work would resume at the earliest.
The prolonged delay has been attributed to persistent rainfall, machinery shortages and mechanical breakdowns, alongside other operational challenges.
With the unpaved stretch continuing to disrupt local transit, the HVYO appealed to the executing agency and the department to expedite construction and deliver a motorable road ahead of the upcoming Christmas celebrations.
The youth organisation also acknowledged the department and contractor for addressing local grievances, reiterating its full cooperation to ensure seamless road connectivity for the residents of Humtso and Elumyo villages.
