Who should be held responsible for the deplorable road conditions in Nagaland?

Some of those who voted  NAGALAND GOVT had this to say:
•    Corruption using the low chip material unscientific construction. Sometime we can not blame the contractors alone as all for profit money goes to commision, cut for chief minister, dept minister, local mla, land owner, party fund, ugs, dept from top to bottom and so the sole responsible goes to govt as no accountable and transparency its free for all its pathetic for our people and voiceless for an body like NSF, all hoho etc all are in Hallucination and day dreaming.
•    If d govt is effective then anything can be done.
•    Allotment should be given to the expert company/organization
•    Nagaland Govt. is not happy with the way BRO maintains the state's road thinking that the local workers or for that matter, the PWD is far better. Yes, in hoarding and siphoning public money, our own people are comparatively far better but when it comes to maintenance, those men in khaki are seemingly doing little better. Up to few years back NH 155 was maintained by BRO and during this, there were hardly some cracks but today the condition of the road is quite opposite, on top of cracks/worn out black tops, passengers cannot crane outside the windows as the trees, shrubs etc. stand all along side of the road after it was taken over by what the locals called "Phaki Works Department". Same thing must be there in all the other roads that are under PWD/ state Govt. So, people are not happy with the Govt. if they are unhappy with BRO.
•    Who else but the government of Nagaland.
•    Everybody is to be blame for the condition of the road. The Nagaland Govt. has never taken an inch of initiative to make road condition for better transportation.(For better view and opinions you got to visit rural areas of Nagaland). On other hand, BRO is left helpless due to shortage of infrastructure provided by the corrupted officials from top to bottom leaving no option for BRO to construct the best road as they wish to..Forget about Kohima-Dimapur highway and think about the other highway linking to other district...One word "HORRIBLE"!!!
•    Together with the other so called "FREEDOM FIGHTERS" group..
•    There is no dearth of funds to build roads, maintain and repair. The enormous funds are misused.
•    Nagaland govt should be held responsible for the deplorable road conditions in Nagaland. 1) Political interference 2) Politician and Bureaucrats nexus 3) Favoritism and Nepotism 4) Complacent attitude of govt towards corruption 
•    The state government is to be solely blamed for this sorry road conditions. So far the govt has failed in providing basic infrastructure – good roads, constant power supply and abundant water. The concerned ministers should resign on moral grounds. Let us have good roads (and bridges) rather than having ‘road shows.’
•    Had the Govt. not corrupt, we could have road. Because the present Nagaland roads cannot be considered as roads.
•    Government, where is the fund for four lane highway Dimapur to Kohima, its not in the hand of BRO or others, its already in the stomach of Government. They do eat every penny and left BRO and others to struggle with few little. Heartless Government!
 
Some of those who voted BRO had this to say:
•    As the implementing agency that is supposed to be especially trained and equipped to deal with border roads, the BRO has been very disappointing. They have failed on all fronts. The behavior and attitude to the local Naga population is not positive. They treat the people with great distaste. As far as their work is concerned, the existing road conditions are pathetic. The BRO seems to be working as if they are not accountable to anyone. As an agency of the defence ministry, they are working with no regard or concern for the local population. They are corrupt and their work is below par. The BRO is neither accountable to the state govt or to anyone here in Nagaland and this gives them a free hand to do what they like. They are the weakest link.
•    BRO responsible for highways, that also in pathetic condition BUT state government is responsible for 90% of road conditions (bad conditions). At least BRO have some technical expertise, but state government is total failure. Road conditions inside town are worse than state and national highways. Moreover, state government is busy in Road Shows (but where is the road?). State government can afford 48 lakhs to train some dancers BUT it can’t afford few thousands to repair the road in front of your house. BRO is failure with no vision; they just can’t keep the HN 39 alive. State government cant keep the street roads alive.
•    Where is the BRO. You hardly see them. Only in times of disaster or some natural calamity than only the BRO’s presence is felt. This is not right. IF the BRO is the Border Road Organization, than their presence must be felt and seen all the time. They must be seen doing their job diligently. They should not show up only during times of crisis. 
•    Oh the BRO makes roads. I thought the BRO was only to put up wonderful Quotes along the highway. I must say their quotes are much better off than their road making skills. In fact I think the BRO should stick to putting up quotes along the way and leave the road making to the PWD, because the BRO is not doing a good job at all with the roads.S
•    The BRO is responsible for the border roads but their workmanship has been very disappointing and have fallen way below the accepted mark. The BRO should be changed into a more effective organization. Unfortunately, in Nagaland, no one seems to be in a position to point fingers at the BRO and this has meant that they are most of the time enjoying a free hand. Its time that the BRO is answerable to the people.

Some of those who voted OTHERS   had this to say:
•    It is not fair to single out individually for finger pointing, so both [state govt and BRO] must share blame and accept responsibility for this pathetic state of affairs. All the stakeholders in this ever needed essential service of the state and its people need to put their heads together collectively and figure out a long multi-pronged strategy with ceaseless unwavering commitment to the service of the aforesaid. Well, going by the current scenario of no proper study of soil condition and stability, sub standard DPRs, shoddy workmanship, dismal road maintenance, nonexistent monitor mechanism for quality control and above all deeply seeded top-up-to-bottom-down system of corruption plaguing our hill landlocked state, I wont be surprised to learn most of my fellow Nagas pessimistic on this poll. Let me sum up with the apt remark of ex-Governor Sankaranarayana, “I don’t say the road is good or bad because there is no road in Nagaland.” Rich food for thought 
•    CONTRACTORS. whatever little amount they are left with, they should utilize it with the best workmanship, and quality materials. in the name of extortion, percentage, deductions and the countless excuses the quality should not be compromised. Those so called people are also human, we can always negotiate and avoid too in most cases. Contractors should not take these excuses as a shelter and compromise with the quality of work. Please do not repeat the same... patients also has a limit... we can't just observe things going like this. Nature also will take its own course of what you pay and earn, but before nature take its time... you may fall in to your own trap.. careful please.
•    I blame the people of Nagaland rather than any one else, in democracy the people get what they deserve, reflecting this, the people of Nagaland are getting bad roads, deplorable infrastructure, no health services, no proper electricity because they deserve it, for their indifference to their own lives.
•    It is first, the responsibility of the government to take care of our basic needs: water supply, good hospitals, and good roads. Secondly, the citizens are responsible. We are responsible for electing corrupt politicians. We are also responsible for letting social vices get by.
•    I hold the contractors responsible. As corrupt as the government may be, I still hold the Contractors responsible because ultimately they are the ones who are responsible for getting the job done. Very often public attention is thrown at the Government and its agencies, but very little mention is made about the contractors. The contractors have violated every rule and direction needed to be followed in building roads. Contractors must be held responsible and an independent body must be constituted to examine carefully the performance of the contractors in road building. Only those that are capable of providing quality work must be allotted work.
•    State government and Contractors are responsible for bad road in Nagaland. NPF or Congress Rule both are same in Nagaland. None can bring stability. Its high time for change.
•    Citizens should act as watch dog of govt and not only depend on govt.
•    The Contractors. Are they not the ones who are involved in making the roads. They are doing a very bad job. There should be a citizens body which should evaluate the performance of all the contractors when it concerns the roads. Strong measures should be taken against contractors who are not doing quality work.
•    The contractors cannot be let off lightly on this matter, because the contractors are the ones doing the ground job and they are doing a really poor job. They are not even meeting the basic minimum requirements. The government must be more stringent with the contractors and the govt must stop giving contracts to only those who give them a cut off.
