Zunheboto 2 lane: Aggrieved landowners to disallow construction activities

Zunheboto, April 13 (MExN): The Aggrieved Landowners’ Adhoc Union, NH-2 Doyang to Izheto reiterated that no construction activities will be permitted within the lands of aggrieved owners, till the matter is resolved. 

In a press release issued by its chairman, Er KT Hevito Labo and Secretary & Legal Counsel, Z Abel Assumi the union reminded the Deputy Commissioner, Zunheboto and all concerned departments on the unresolved issues still pending in connection with payments of land/damaged compensations for 2 lane constructions. It alleged that the DC Zunheboto “is trying to force/induce the village councils to issue NOCs” which it stated as “regrettable and futile exercise.”

According to the union, the final survey and measurements was done during 2016-17 with landowners. “However, surprisingly, the NH authority Mokokchung Division, along with district administration, Zunheboto, carried out reassessment of land/damaged compensations clandestinely between June 2020 to November 2020 without the knowledge/consent of affected landowners, except few influential/handpicked individuals to suit their malicious intentions,” it alleged. 

The Ministry of Roads, Transport & Highways, Government of India had approved the widening of existing single/intermediate lane road to 2 lane road from Km. 101.00 to Km.125.00 in June,2020, based on the proposal sent by Chief Engineer, PWD(NH) ,Nagaland, Kohima, vide letter NO>CE/NH/AP/2019-20 Dated 14/02/2020. 

However, it stated that “DC Zunheboto, without the knowledge of landowners submitted a damage assessment report to E.E PWD, NH Div-11,Mokokchung, with different dates on signature and issue numbers, i.e. 11 Nov' 2020 & 17/11/2020. After receiving the same from DC, Zunheboto, the E.E, PWD, NH Div-11 had forwarded the revised estimates to Chief Engineer, PWD, NH Nagaland Kohima under suspicious signature, dated 24/11/2020.” Thereafter, no further correspondence from Office of the C.E, PWD, NH Kohima or the approval order for revised estimates is given by any authority, it stated.

Therefore, the aggrieved landowners has asked the DC Zunheboto and E.E, PWD, NH Mokokchung as ‘to who ordered for the revised estimates after approval sanction was received from MORTH, and why the landowners were kept in the dark while the so called revised estimates were prepared, and who approved the revised estimates prepared by DC Zunheboto and E.E PWD, NH Mokokchung?’

The union said that as many as 85 eligible beneficiaries were left out and gross under-estimates or less-valued payments were made to as many as 80 beneficiaries. Therefore, it reiterated that unless all these issues are resolved with aggrieved landowners, no construction activities will be allowed, and the concerned departmental officials will be held responsible for any such delays or obstructions.
