Zunheboto’s Viksit Nagaland 2047 meet bats for inclusive approach to planning

The importance of an inclusive and participatory approach to planning was stressed at a one-day district stakeholder consultation workshop on Viksit Nagaland 2047 held at the Conference Hall of the Deputy Commissioner’s Office, Zunheboto, on April 15.

Welcoming the gathering and providing an overview of the 2047 vision, Deputy Commissioner Zunheboto, Dharam Raj, emphasised a dual approach, stating that the session aimed to understand grassroots challenges and propose necessary changes to the government.

The primary objective of the consultation, held under the Planning & Transformation Department, was to capture inclusive and multi-sectoral perspectives, identify systemic gaps, and define visionary targets for 2030, 2038, and 2047.

DC Raj also pointed out shortcomings in government infrastructure, noting that certain policy gaps still exist, and stressed the need for introspection to achieve self-sufficiency and sustainability. He highlighted the importance of intervention from NITI Aayog, decentralisation of roles and powers to the district level, and effective budget planning that includes persons with disabilities, women, and youth under 25 years of age.

Five thematic pillars
During the workshop, district line departments highlighted key challenges and proposed strategies under five thematic State Working Group (SWG) pillars—Economic, Social, Environmental, Infrastructure, and Governance. Various departments also presented their concerns and suggested ways forward.

Participants were divided into five groups corresponding to the SWG pillars for focused discussions and presentations. A presentation outlining the thematic framework was delivered by the NITI Aayog team, comprising sector experts Nyanthung Y Humtsoe, Shweta J Shinde, and Varsha Badikol.

The session also included an open house discussion moderated by L Chinglem Konyak, EAC Zunheboto (HQ).

The programme concluded with a vote of thanks delivered by DPO (Planning) David Sema, who also spoke on the compilation of the district report.

Heads of Departments, civil society organisations, representatives from schools and colleges, as well as church leaders attended the consultation.
