A Clarion Call

Nagas need to explore wisely the present political scenario, by retrospecting the past events. It is a matter of serious consideration, phenomenally to create a feasible new concept which could bring about a consensus opinion for solution. This could pave a way for coming together in a common platform to decide the future of the Naga and the Nagalim.

Whatever, the past achievements or failures, of the Naga Political Struggle/Movement be accounted/ treated for the good of future of the Nagas and their land. The author has enunciated his analysis on the ‘Outlook of Nagalim Today’ that the future of Nagas and Nagalim should be remodeled/ reconstructed, basing on the Naga National Principle. Many of the Naga Leaders are still in confusing state about the Naga National Principle. They interpret it into different versions. Someone, somewhere, the real concept is being pushed up and down without pointing or fixing to the real destination. 

The author therefore wanted to cite an example. For instance, a doctor is meant for medical treatment by profession. The art of a doctor can be used in two directions, to do good as well as evil. A doctor is capable of applying his/her art both to cure as well as to kill. A good doctor is capable of applying his/her knowledge or skill only in one direction, curing the patient and not killing.

As stated above, the art of doctor could be compared to the Naga Political Leaders, whether they have also two set of ideological directions, to save the Nagas and Nagalim or to destroy both. Provided, the Naga Leaders preferred to save the Nagas and their country; a total change of the approach is necessary for bringing the different Political Factions together, on the basis of one people; one government and also one National Political Institution. This matter should be immediately finalized with a constructive direction.

Importantly, there is a question as to how the ground for the said task(Redefining the Naga political stand) should be prepared. The ground means the Naga People, the task means the responsibility of the Naga Leaders of all Factions, and the preparation means the policy and strategy to be adopted mutually from all concerned without any reservation. It will also be pertinent to remodel the mindset of the top Leaders of all the Factional leaders; to come together and seek the opinion of the general public, all Tribal Bodies/ Hoho’s. The Tribal Bodies/Hoho’s then should convene their respective people General Meeting/ Convention, to decide their own fate. Then collective voices/ decision of all the Tribal Bodies/Hoho’s be heard in a joint Naga Tribal General / Convention. The decision thus arrived at should be the final Verdict or the final Referendum which could not be challenged by any force.

Therefore it is opined that, the present Naga Civil Society should understand the concept and the present political reality and move forward with a new strategy/approach for taking the right decision collectively from all Naga Tribal Organizations.  The responsible High Ranking Leaders of all Factions should also be ready to give room for the said plan of taking up the responsibility toward finding a concrete steps dim fit as suggested.

In order to take up the initiation, of the process emphasized, free access to all Tribal Hoho’s and its authority be given a suitable time frame to carried out effective steps.  In this context, one could not but has to take an important account of the Forum for Naga Reconciliation. Whatever the effort rendering by FNR should be taken into consideration. The achievement so far made by the FNR be further encouraged. The proposed; Naga Tribal General Convention,previewed to be a mandatory of the Naga people,  for pushing up the present Naga National Dialogue or Peace Talk,basing on the outcome of the Convention accordingly. 

Nevertheless, the suggestive points subscribed to above has another big question arising as to how, the consensus Leaders to be chosen for the negotiation with the GOI and with the Government of Myanmar. The Current hanging conflict among the Naga National Faction, over the matter for a Joint contribution or effort inclusive of all factions for the Negotiation be deeply considered and address it accordingly.

In this connection, the subscriber of this article has his humble opinion that,  the proposed convention be organized at the earliest possible, may be by FNR initiation or a proper Committee be set up to work out the best possible steps necessary.

Over and above, this Clarion Call is a serious reflective thought, conceived deeply by the author with a thirst that, a solution of long pending Naga Political issue be settled as earlier as possible. He has also referred to the resolutions, calling for United Nations overseen plebiscites to Self Determination, marked the “Parliamentarians for National Self Determination Conference” held in the house of Parliament Westminster in London(May 12 2010). He has reproduced here with the resolutions(Quotes:-The resolutions stood on that Principle expressed in Article 1, International Covenant on Civil and Political Rights, 1966- “All peoples have the right toSelf-Determination. By virtue of that right, they freely determine their political status and freely pursue their economic, social and cultural development”. The Conference endorsed the right of the Sikh, Kashmiri and the Naga to self-determination in their homelands, as well as calls for UN Criminal Courts to punish those who have directed or carried out gross rights violation by the state in those conflict Zones.  The conference urged the United Nations to ‘supervise’ plebiscites in the lands of the Kashmiri, Sikhs and the Nagas as an exercise to assert their right to Self Determination. “This gathering calls on the UN to supervise plebiscites in the National Homelands of the Kashmiris, Sikhs, Nagas and others to demonstrate the authentic voice and aspirations of the people in those Regions. Self Determination remains the only peaceful means of conflict resolution after decades of human misery,” the resolution stated. The conference cited the recent plebiscite in south Sudan as a clear example of ‘this approach’. Likewise, the conference asked the United Nations to require India to comply with its basic duty under International Law to respect the right of Self-Determination and to withdraw its formal Reservation to Article 1 of the 1966 Covenant on Civil and political Rights. India’s position on this core human right is a direct cause of the tragic conflicts in Kashmir, Khalistan, Nagaland, Assam and Manipur and elsewhere, the conference said.)

Under the circumstances stated above, the author is akin to internal conflict resolution of the Naga Political groups first and then The Conflict Resolution of Indo-Naga and Myanmar. Therefore, a copy of “A proposal for the conflict Resolution of the Naga” published in the year 2009 August 29 is hereby enclosedso that the prospective of conflict resolution of the Naga is adequately addressed.

Therefore, this clarion call may be considered as a possible direction/approach for resolving/solving the Naga Political Issue.
