ANPSTA plea for recruitment of 1168 primary teacher post in Nagaland

The All Nagaland Pre-Service Teachers’ Association (ANPSTA) today made a plea to the state government for recruitment of 1168 Primary Teacher post in Nagaland.

In a memorandum addressed to Principal Director, DoSE, the Association reminded its earlier representation submitted to the DoSE on 28/08/2025 for immediate release of 1168 Primary Teacher post and to issue a notification for conduct of fair recruitment through NSSB within two weeks.

The Association stated that there are number of Primary Teacher vacant post in the department and there is shortage of teachers in the school within the state of Nagaland.

“However, no open recruitment has been done since past 10 years except for two post i,e, one post for GPS Totok Chingnyu 'A' under SDEO Mon on 25th  September 2020 and one post for GPS Phiro-B village under SDEO Wokha dated on 7th July 2021,” the Association stated.

As per Supreme Court order dated August 11, 2023, that recruitment of Primary Teacher should be solely and exclusively for D.EL.ED (Diploma in Elementary Education).

Considering the psychological, mental and emotional aspect of the pupils, it stated that ECCE, Montessori trainees, B.ED and M.ED does not align with primary education.

Looking forward for necessary action from the department, the Association stated that  failing to take necessary action, it will be left with no other remedial option but will be compelled to take its own further democratic action.

Addressing the press conference at Hotel Japfu, Kohima, ANPSTA President Hitova I Murrumi said that the Association have given the representation to the department of school education two weeks back, requesting them for requisition of lying vacancy post of Primary Teacher post. However, there was no outcome till date.

The Association have been crying enough for justice, appealing for recruitment through meritocracy. However, the department does not give any importance to us, Murrumi said.

It has been ten year in row, we are waiting and still counting, he said adding that there was not even a single advertisement that has been advertised in public domain.

He alleged that there has been a bogus of random appointment under education department over the past 10 years.

He said that gone were the days where there were less trainees teachers where the government with no option have made certain appointment. However, at the present scenario, they are thousands of trained teachers who are yet to get into teaching profession, he said.

APSTA General Secretary Chalievi-i Dahou said that the Association have been working tirelessly for the transparency and recruitment process of the primary teachers.

She said that the Association has filed RTI, seeking for total number of teachers appointed from 2018 till date and total number of teachers that have been appointed from 2016 till date, along with details, qualification, as well as if there is any public advertisement that has been publicised in a public domain

However, to our disappointment, that the response from that we got from the public information officer, we get to know that there were full of discrepancies, she said.

She said that when the Association compare the two results of RTI, it found that many names were missing. Those names that were present in the first RTI were not present in the second RTI and those names that present in the second RTI are not present the first RTI.
There are some names that have been completely missed out from both the RTI, she said.  
According to the response of RTI, a total number of 401 primary teachers have been recruited from 2016 till date.
She said there were cases of repetition of names, bearing same date of appointment but place of posting show different, for which instead of 401, it comes to 397.
The breakdown of 397 teachers stands as; Under the Kohima District , 34 teachers have been appointed, Dimapur- 64, Chümoukedima and Niuland- 22 each,  Zunheboto- 59,  Mokokchung- 35, Tseminyu-2, Peren- 9, Wokha- 41, Phek-21, Meluri - 6, Tuensang- 12, Noklak, Kiphire and Longleng- 7 each, Shamator- 6 and Mon-– 41.

Out of these, 397 primary teachers that have been appointed, when we asked for the proof of advertisement among the public domain, only two posts were publicly advertised, one under Mon district on September 25, 2020 and another one in Wokha  District on July 7, 2021, she said.

So when we look at this, out of 397, only two posts have been publicly advertised. What about the other 395 primary teacher posts that have been appointed? We can all assume that it is through backdoor appointment, she said.

Among these 397, 65 appointed teachers lack any teacher qualifications, 10 holding PU degrees, 35 holding BA degree, 9 holding MA degrees, three holding B.Com, one holding, IIT, one holding BSc., four with no mention of qualifications, One matriculate and one substitute teacher, she said.

“Now, this is the very sensitive issue and it requires transparency and accountability from the department side,” she said.

Some members of the Association said that most of the trainees are on the verge of overage since there has been no recruitment of primary teachers for 10 years.

If there is shortage of teachers in the government schools, why not give an open recruitment to aspiring teachers, another member said.
