CAG officials arrive to investigate NU; Nagaland Accountant General face NUTA heat for bypassing VC

The Comptroller Auditor General of India (CAG) has directed the Accountant General of Nagaland to furnish the details as well as necessary substantiated-documents of the charges of financial mismanagement and likened irregularities in the Nagaland University raised by the Nagaland University Teachers Association (NUTA), while two CAG officials are here Nagaland, according to highly-placed sources. The said officials will be meeting the NU authorities and Accountant general of Nagaland within two days time.
It was implied that the latest development was a follow-up to the demand, under the right to Information Act (RTI) of the NUTA to the CAG/Central Vigilance Commission to investigate into the various counts of fund mismanagement as well as discrepancies in recruitment within the Nagaland University. The Accountant General of Nagaland is expected to furnish as directed, sources added.
In a related matter, two officials from the CAG will be meeting with the Accountant General of Nagaland to investigate into the charges raised by the NUTA against the then VC of Nagaland University Professor GD Sharma as well as financial mismanagement the university. It was informed that the two officials would be meeting the Accountant General this week and enquiry set into motion. It is pertinent to be mentioned here that a fact-finding team from the Ministry of Human Resources and UGC was deputed last year to enquire into the issues in question. However, when the report was sent, the MHRD had expressed dissatisfaction with the report. It was later found that the UGC had manipulated some of the reports and subsequently, the ministry directed that a review be affected and a new report submitted.
Meanwhile, the NUTA has taken strong exception at the Accountant General of Nagaland for by-traversing protocol by writing to the Registrar, NU instead of intimating the Acting Vice Chancellor B Chauhan in regard to the CAG’s directives as well as the two CAG investigating officials March 30. “The NUTA is not happy that the Accountant General has written to the Registrar instead of the Vice Chancellor.
The appointment of the Registrar himself is under serious scrutiny as well as for various irregularities and the fact the Vice Chancellor has been (ignored when he should have been the one to be the first to be intimated)” a peeved Rosemary Dzuvichu, NUTA president said. In this regard the NUTA has demanded rectification of the letter to the Registrar NU and demanded a meeting of the two member representatives of the CAG with NUTA.
In a submission made to the Accountant General of Nagaland the NUTA expressed great seriousness at the letter of the NU Registrar March 30 wherein was information that a two member team from the AG will be visiting NU for initiating inquiries into the demands and charges raised against the then VC Professor Sharma to CAG/CVC.
“The NUTA is shocked that the Accountant General did not deem it fit to inform/write to the VC instead write to the Registrar who is one of the first persons under scrutiny as specified in your letter.
The very fact that you have written to the person who himself is under serious scrutiny on various charges of irregularities is highly questionable. The NUTA will not tolerate any manipulations from your office and would not hesitate to report this serious breach of trust to both the CAG and CVC” the letter signed by Rosemary Dzuvichu, President and R Kaurinta, General Secretary, NUTA made available here cautioned while demanding a meeting with the two AG officials. “Any inordinate response from your end in Nagaland will result in the failure of the function of the RTI and NUTA will not hesitate to take legal action” the association warned.
