CFMG-GPRN/NSCN discuss recent skirmishes

DIMAPUR, JUNE 7 (MExN): The Cease Fire Monitoring Group (CFMG) and GPRN/NSCN on Thursday had a lengthy discussion on the recently factional clashes in the state and the need for putting a stop to all sorts of clashes. 

Speaking to media after the meeting at Police Complex Chumukedima, convenor of Ceasefire Supervisory Board (CFSB), C. Singson said the CMFG chairman Maj Gen (retd) N. George wanted both the NSCN (K) and GPRN/NSCN to sit across and work out possibilities to control the factional clashes since it has become a huge concern for the people.

Even as both the groups were justifying their own actions, Singson queried as to why the camps of GPRN/NSCN were constantly being attacked adding, “I feel sometimes the CFMG chairman has rolled away from his responsibility.” He said the chairman has to give his ruling according to the demands of the situation. “If you always depend on unanimous decisions that may not happen. So we are into such a situation today ... if any group fails to understand the order, the chairman should play his role to control the situation,” Singson said.

He said the meeting discussed about jointly implementing the Ceasefire Ground Rules (CFGR) and controlling situation. However, Singson said if the government of India (GoI) always plays its role to control the situation then it would help the GPRN/NSCN to play its role in implementing the CFGR. So there is a need for GoI and GPRN/NSCN to have trust and understanding and play respective roles to control the situation as it is clearly mentioned in the CF agreement to jointly implement the CFGR, he added. Singson also said if the law enforcing agencies understood the problem there was every possibility to control the situation.

On the recent arrest of five of its cadres with arms in Shamatore area, Singson admitted that it was the ignorance of its cadres about the procedures of arms transportation. He said such kind of transportation of arms to other designated camps should be informed to CFSB so that it could intimate to the CFMG chairman and make necessary arrangement. 

“Instead of doing that they have taken such a step,” he added. Further, Singson said the meeting also discussed to address its group as GPRN/NSCN in the future.

CFMG chairman, Maj Gen (Retd) N. George said the focus of the meeting was on the recent clashes between the NSCN (K) and GPRN/NSCN and that the message was conveyed to check such occurrences. 

Stating that it has been a practice of the groups blaming each other, George said he has been putting across a proposal whether there was a need to get some public pressure on the groups. He stressed on the need to sit across the table with clear intentions that both the factions have certain commitment regarding refraining from violence. Nevertheless, George said public pressure has got huge value and impact.

“Nobody seems to be affected by the killing of 15-year old student in Zunheboto. How can this continue? If such killing takes place in any civilized society, somebody has to answer for it but out here nothing is happening,” he said. “Unless the public make an issue of this, I don’t think we will be seeing much difference,” George added.

He reiterated that any additional camp was unacceptable and was not furthering the cause of the solution. He said people wanted solution and for which leaders are talking in New Delhi but that at the ground here the groups are talking about increasing cadres and weapons. “They don’t go together,” he said and added that it was not in consonance with what was being spoken in New Delhi.

Maj Gen (retd) George said that the meeting with NSCN (K) was cancelled as their leaders were in Delhi. He said the ceasefire meeting would be held as soon as they return.
