LUCKNOW, June 24 (Agencies): Even as family of the deputy chief medical officer (CMO) YS Sachan on Friday wrote to authorities, demanding registration of case of murder instead of suicide, the UP Human Rights Commission (UPHRC) took suo motu cognizance of the news reports which question police's suicide theory. Sachan, as per police, committed suicide in jail hospital. He was the prime accused in murders of two chief medical officers (CMO) of Lucknow. Family members have alleged that Sachan was killed in jail to protect big fishes in the government allegedly involved in murders and corruption in health and family welfare department.
Sachan's widow Dr Malti has written to senior officials to lodge a case of murder. The family also approached High Court seeking directions for the state government to order a CBI probe. The court asked government officials to give a copy of postmortem to the family members and preserve the viscera for further investigations. The next date of hearing has been fixed for July 18. The family members, who had earlier refused to cremate the body till a CBI probe is ordered into the incident, agreed to perform the last rites. The government has also ordered a magisterial inquiry on Sachan's death.
Sachan was found dead in a bathroom of jail hospital on June 22. He was lying in pool of blood with a belt around his neck. According to post mortem report, the body had nine injuries of which eight were caused before death and one after death. The report also stated that the death was caused due to excessive bleeding. The state government, however, described it as a suicide. But experts say that a person cannot inflict injuries with a sharp-edged weapon on himself. Questions were also raised how a sharp-edged weapon reached jail. Government doctors association has also demanded a CBI probe. Meanwhile, the UPHRC has issued notices to chief secretary, principal secretary (home), additional director general of prisons, Lucknow district magistrate and senior superintendent of district jail Lucknow, seeking a detailed report whether the deceased committed suicide or he was murdered. The UPHRC has also asked for the names of the jail personnel on account of whose laxity the death of the deceased took place and the action taken against them, a complete copy of the postmortem report of the deceased, cause of death and whether the viscera has been preserved or not and sent for analysis.
UPHRC member Justice (rtd) Vishnu Sahai said that if the facts stated in news reports are correct, the case requires to be deeply probed whether the deceased was first killed and thereafter strangulated or he committed suicide.

Mayawati suspends MLA after security aides charged with attempted rape
LUCKNOW, June 24 (PTI): A day after security aides of BSP MLA Shahnawaz Rana were arrested for allegedly attempting to rape two Delhi girls, UP chief minister Mayawati on Friday directed the Special Task Force to probe the Muzaffarnagar incident and suspended the legislator from the party. Taking a serious note of the incident, Mayawati suspended the Bijnor MLA from the membership of BSP, Principal Secretary (Home) Kunwar Fateh Bahadur told reporters here.
"She has also directed that Rana should not be invited and allowed to enter any party function," he said. "The Special Task Force has been directed to probe the incident and stern action should be taken against anyone found guilty," the Principal Secretary said. He said a friend of the two girls, Gaurav Tiwari, complained to Shahadra police station in the district that some persons attempted to molest the two girls on June 21 following which a case was registered. "After investigation, five men – Dilshaad Rana, Rakib, Masroof, Darrar and Narendra – were arrested. Darrar and Narendra are gunners of MLA Rana and his wife Intikhab Rana, chairman of zila panchayat," he said.
Fateh Bahadur said the two gunners have already been suspended and all five accused have been sent to jail. "The car used in the incident and the licenced pistol of Dilshaad had also been recovered," he said. The two women were returning to Delhi from Mussoorie along with their two men friends on Tuesday evening when they stopped at a petrol pump to repair vehicle. A group of seven to eight youths abducted them in a car, according to complainants.
