Dimapur, January 17 (MExN): The Combined Technical Association of Nagaland (CTAN) has appealed to four departments of the Nagaland State Government to take immediate action on issues relating to alleged “illegal appointments” and specific recruitments.
They include the Forest Department, Directorate of Soil and Water Conservation, Department of Power, and Department of Industries & Commerce.
A press release from the CTAN media cell urged the Department of the Chief Conservator of Forests and Head of Forest Force to terminate the “illegal” appointment of 5 Forester-1 posts appointed between June 23, 2017 and August 18, 2018. It reminded that the same was demanded on December 3, 2019 for termination of the posts within 20 days. It also demanded advertisement of all the posts of Forester-1 lying vacant (total of 10 posts).
“The Aspirants have been patient for too long and therefore, will no more allow any such illegal appointments without advertisement from now on. With the expiry of time frame given CTAN shall react and be compelled in adopting movements against the department,” it cautioned.
With regard to the Directorate of soil and water conservation, the CTAN stated that it had submitted letters on September 9, 2019 and December 18, 2019 demanding nullification of the regularisation process of 2 contract appointee's in the capacity of JSCO.
“It has been learnt from some reliable sources that the department is still in its process of regularising the 2 illegal appointees, which is a clear sign of ignorance to the various representations being made and an effort to suppress the voice of justice and transparency,” the CTAN alleged.
It informed that the said posts have already been requisitioned to NPSC and for which the written examinations are also conducted (NPSC/CTE/2018). It appealed the department “not to kill the spirit of competition among our Naga youths and play with the future of those candidates who are anxiously waiting for written results.”
As far as the Department of Power is concerned, the CTAN referred to a circular dated January 14, 2020 inviting candidates for deputation to one post of Electrical Inspector under Chief Electrical Inspectorate. The circular stated that this advertisement was against the direct recruitment quota of 60% of the Nagaland Engineering Service Rule 2012.
The CTAN requested the department not to misinterpret the lines in the NSER. It clarified that 60% direct recruitment means through NPSC as per 60:40 ratio (NESR) and not deputation at all. In this regard, CTAN appealed to the department to acknowledge the requisition letter sent for the said post to NPSC and not to push for deputation, giving a way for unemployed engineers.
It further urged the Department of Industries and Commerce to cancel the advertisement dated January 4, 2020 for 1 post of Shift In-charge and asked that the same be requisitioned to the NPSC at the earliest. The CTAN informed that the same has a grade pay which comes under the preview of NPSC and not departmental exam.
