DAN committed for effective taping of energy in Nagaland

Kohima | February 22: In a wake of the approval of Kohima and Dimapur as Solar City, a Detail Project Report (DPR) and Master Plan is reportedly under preparation after which formal declaration will be done. To push this programme forward, the 2nd meeting of Nagaland Solar City Stakeholders took place here today at Hotel Japfu and it discussed at length on development of solar cities in Nagaland.
“Nagaland is the first state in the north eastern region to have established a separate department of New & Renewable Energy, and the DAN government is committed towards the goal of effectively taping energy for the benefit of the people of Nagaland,” said MLA Deo Nukhu, advisor, New & Renewable Energy (NRE). Nukhu asserted that energy security is a serious concern globally, be it developed or developing country, as direct impact are felt globally as well as locally. Due to various reasons of human activities, climate change has become a common concern today, he said adding that on account of human advancement in various fields, and people tend to look for better opportunities of education, employment and business. As a result, influx of migration from rural to urban is growing rapidly in many countries including India and even in smaller towns or the north eastern region. “This has brought about pollution and energy crisis in various ways,” Nukhu said.
Quoting UN report “Migration of people from rural to urban is about one million a week,” Nukhu termed the initiative of the Ministry of New & Renewable Energy for solar city programme as a welcome step.
“Because of the affects global warming and climate change, depletion of fossil fuel reserves, renewable energy technologies, managing urban waste to energy, water harvesting an sanitation, ground water manager etc. are towards mitigation of climate change within the state,” he said and believed that all the stakeholders present and the staff of directorate of new and renewable energy would discuss on the issue of renewable energy and the benefit of solar energy, which is a God’s gift for mankind. NRE advisor also appealed to all concerned to make Kohima and Dimapur a model solar city in the north east region as well as in the country.
Chairing the programme, commissioner & secretary for NRE, M.K. Mero opined that New & Renewable Energy would become an asset in a scenario where Global Warming, Climate Change, Carbon emission and the like is a concern for all. He informed that the programme was organized with a set target of 10% usage to give support to the municipal bodies to facilitate solar energy requirement in towns and cities making them the stakeholders. He further said the department needs support from the Municipalities (the main stakeholder) to facilitate private societies and civil societies to create awareness in the social sectors.
NRE director Er. T.S. Angami while highlighting on the goal and objectives of solar city said that the main objective is to empower municipalities to manage their own power requirements, to involve various stakeholders in the planning process, to built capacity in the Urban Local Bodies and create awareness among all sections of civil society and to oversee the implementation of sustainable energy options through public-private partnerships. Stating that climate change and its impact on humanity has become a reality; T.S. Angami informed that the State Department of New & Renewable Energy was established on 16th July 2010, to check carbon emission and also to promote renewable energy and energy conservation.
Mentionaly, Government of India has directed the respective states nodal agencies for implementation of the programme “Development of solar cities” during 11th plan period including 2010-11.
The goal of the programme is to promote the use of renewable energy in urban areas by providing support to Municipal Corporations for preparation of implementation of a road map to develop their cities as solar cities. Several Indian cities and towns are experiencing 15% growth in the peak electricity demand. The local governments and the electricity utilities are finding it difficult to cope with this rapid rise in demand and as a result most of the cities/towns are facing severe electricity shortages, a note received here said adding there is a need to develop a framework that will encourage and assist cities in assessing their present energy consumption status, setting clear targets for and preparing action plans for generating energy through renewable energy sources and in conserving energy utilized in conducting urban services. The programme on “Development of solar cities” would support/encourage urban local bodies to prepare a road map to guide their cities in becoming ‘renewable energy cities’ or ‘solar cities’ or ‘eco/green cities.”
The Ministry has already initiated various programme in the urban sector for promoting solar water heating systems in homes, hotels, hostels, hospitals and industry; deployment of SPV systems/devices in urban areas of demonstration and awareness creation; establishment of Akshya Urja Shops; design of solar buildings and promoting urban and industrial waste/biomass to energy projects. The programme aims to consolidate all the efforts of the Ministry in the urban sector and address the energy problem of the urban areas in a holistic manner. Municipal representatives of KMC and DMC, Darashaw Pvt. Ltd. Mumbai and Energy and Climate ICLEI, New Delhi and staff of Department of New & Renewable Energy attended the meeting.
