Mon, March 19 (DIPR): The Deputy Commissioner, Mon Angau I Thou in a circular has issued instructions for distribution of Electoral Photo Identity Card (EPIC). The EPICs shall be distributed through the BLO’s supervision of the Zonal officer/magistrate. The assistance of the village council/ward authority may be taken but they will not be given the responsibility/power to distribute the card.
The EPIC shall be issued free of cost only to the concerned elector and the signature /thumb impression shall be obtained in the EPIC issue register. Holding more than one EPIC is illegal under law and a punishable offence.
The EPIC will be distributed by the concerned BLO only to the elector under the supervision of the designated Administrative Officer.
Any loss or damage of EPIC needs to be immediately reported to the concerned BLO with a written declaration. The BLO will verify such cases and forward the same to the concerned ERO for issuance of Duplicate EPIC, on payment.
In case of any correction of details in the EPIC, request for rectification shall be made in the prescribed Form 8.
Breach of regulation related to distribution of EPIC by any Official will invite action as per law, it was cautioned. The undistributed EPIC shall be handed back to the Office of the DC & DEO and issued after due verification.
Necessary security arrangements shall be made on the days of distribution at the designated locations. Dobashis/Booth Level Agents/Gaonburas/Village Council Chairman/Ward Presidents shall accompany the BLO’s during distribution.
Further, the BLO should check the prepared EPIC thoroughly before distribution. He should check the card number, name, age and address of the elector. The photograph of the EPIC holder must be matched to see that the elector is clearly identifiable from his photograph. The BLO should also ensure that EPIC is delivered to the same elector and proper acknowledgement of receipt is obtained from him. Under no circumstances are EPIC’s to be handed over to any intermediary for further distribution.
Mon district nodal officers briefed
Mon, March 19 (DIPR): The Deputy Commissioner & Assistant Returning Officer, Mon Angau I Thou IAS has updated the list of Nodal Officers for various activities for the conduct of the 16th Lok Sabha Election 2014 in respect of Mon district.
The first meeting of the Nodal Officers was held under the chairmanship of the Deputy Commissioner at DC’s conference hall on March 18. While welcoming the members present, Angau I Thou urged upon the officers to extend full cooperation and support to the election process to ensure the conduct of the election with free, fair and peacefully.
She also said that all election related duties are not confined to a particular department or individuals and appealed to the nodal officers to have consolidated effort of all the government department and officials for successful election in the district. She also briefed on the instruction for issue of EPIC.
The respective Nodal Officers appointed for Manpower management, EVM Management, Transport management, Training management, Material management, Implementing MCC, Expenditure monitoring, Law & order and District Security plan, Ballot paper/dummy ballot, Medial & Communication, Computerization, SVEEP, Help line & Complaints, SMS monitoring & Communication plan and nodal officer for observers reported their respective activities and problems to the Deputy Commissioner. They also shared their views and suggestion for smooth conduct of election with the DC.
