Deficit 2010-11 budget passed

Kohima, July  26  (DIPR): Nagaland’s budget for the year  2010-11  presented  by the Chief Minister of Nagaland Neiphiu Rio  on  the  floor  of the house  on July 22, was passed  today during the 7th session  of  the  11th  assembly.

Chief Minister Rio gave  the  government’s reply on the budget speech, which  was  delivered  by him.  In  the  reply, Rio claimed that the budget was  a  “balanced”  and  “people’s budget”, targeting the  “downtrodden  and  the  youth.” On the issue of more fund allocation for agriculture and its allied sectors,  as  raised  by Opposition members, Rio said that the government was aware of the need for more funds in the said  areas. Special attention is required  to see that the declared  policy of   food  sufficiency  by  2020  in the state is achieved, he said  and assured that the matter would  be  looked  into.  Also, appreciating the concerns of I. Imkong over Climate Change, Rio said that the government has been creating  awareness  in  the  form  of  observing Earth Hour  every  year   and  has   also  prepared  a  comprehensive    policy  for   environment. 

He said the department of Agriculture would be taking up campaigns against Climate Change. On the industrial sector, Rio commented that unless peaceful atmosphere prevails, outsiders would be reluctant to invest in Nagaland. ‘The sooner we take a political settlement and have permanent peace, it will not only encourage the outsiders but also the local people for investment in various sectors,’ he said.

On education, the leader of the house said that an SIT was set up where out of 1156 cases 137 have been cleared. The department is presently ascertaining the cases of 662 teachers, Rio informed. After verifying genuine teachers, the department has decided to exhibit their photographs and biography so the public and students could ascertain who is serving in which schools. All these exercises are taken to clear the Education department, “in order to give opportunity to our children.” He committed to take up the Right to Education seriously.

On the issue of hygiene and sanitation mentioned by MLA I. Imkong during the budget discussions, Rio appreciated the efforts of KUDA village where they collect Rs. 250 per household per year to meet expenses in keeping their villages clean. ‘If colonies individually can emulate KUDA village, our surroundings will be clean,’ Rio said.

‘Ban or not, govt. cannot stop people drinking’ 
On the issue of prohibition that many members both from the treasury and opposition aired their views on, Neiphiu Rio said that due to difference in opinion, consensus could not be arrived at. Government can enact laws, government can prohibit sell of liquor but government cannot prohibit individuals from taking liquor, Rio said and called for combined efforts to find a solution.
Further, welcoming and appreciating the suggestions of MLA KL Chishi about taking austerity measures, Rio informed the house that the government has decided to put a ban on new post creation, upgrading, purchase of new vehicles and furniture except in emergency cases. He asked all the departments to take note and extend cooperation.
