District Level Social Audit Public Hearing for MGNREGS & PMAY-G in Phek on July 16.

KOHIMA, JULY 17 (MExN): The 1st Phase Social Audit district level public hearing under MGNREGS (implemented during FY 2022-23) & PMAY-G (implemented during FY 2019-20) was convened by DRDA, Phek in collaboration with NSSAA, Social Audit Unit Nagaland on held July 16 at the DRDA Conference Hall, Phek.
For MGNREGS, altogether 24 villages were audited under Weziho & Meluri RD Blocks Viz- Washelo, Mokie, New Thewati, New Phor, Old Thewati, Phokhungri, Phor, Shatuza, Wuzu, Yisi, Ziphu, Sutsu, Yisisotha (Weziho) & Akhegwo, New Akhegwo, Kukhegwo, Khumiasu, Lephori, Matikhru, Molen, Kanjang, Akhen, Reguri, Meluri (Meluri). For PMAY-G, altogether five (5) villages were audited Viz- Meluri, Akhen, Molen, Matikru and Reguri under Meluri RD Block covering 45 beneficiaries.
The programme was chaired by Project Officer, DRDA, Phek Vikheto Kits.
In his address, Kits said that the Social Audit is an important feature under the MGNREGA that aims to promote accountability and implement the process in a transparent manner and therefore, to take social audit seriously.
Imlirenla Sanglir, Assistant Director of NSSAA, Social Audit Unit, Nagaland delivered the introductory speech and also briefed on the MGNREGS and PMAY-G programmes. She urged the programme functionaries to execute the projects keeping in mind the directives and guidelines laid down by the Central Ministry.
EACs (Ps), Phek HQ Neithozo Theunuo and W Balong Phom, represented the district administrations as Observers.
W Balong Phom observed that involvement and participation of community in general is crucial for effective implementation of the programme in a transparent manner.
Neithozo Theunuo acknowledged the social audit team for meticulously carrying out the social audit successfully and encouraged the programme functionaries for cooperation during the audit process.
Resource persons, Vesato Rakho (DRP) and Sechumla Sangtam (DRP) presented the Social Audit findings which were reviewed during the hearing. MGNREGS findings showed issues of disparity in records between Management Information System (MIS) and RD Block official records, non conduct of Rozgar Diwas, non maintenance of 3 phases photographs, non maintenance of detailed Citizen Information Board (CIB), poor maintenance of Job Cards, non maintenance of Shelf of Projects & Job Card related issues. Accordingly, rectifications were produced by the concerned BDO and the programme functionaries. Resolutions were also adopted to take corrective measures basing on the social audit findings.
Altogether an amount of Rs 46,656 (216 Mandays @216) was recovered against payment made under the categories of deceased, JC belonging to government employed person, deceased and migration job cards by the Social Audit team during the process of verification. The said recovered amount was handed over to the Project Director, DRDA for onward deposit to the State Employment Guarantee Fund (SEGF) as per the MoRD guideline.
BDOs & the staff, officials from the DRDA, MGNREGA & PMAY-G beneficiaries, village functionaries, VLOs & media participated in the meeting.
