Do you believe the implementation of Register of Indigenous Inhabitants of Nagaland (RIIN) has been selective, as has been recently claimed?

Yes
•     Yes, very much selective. RIIN is actually meant to protect the indigenous people of Nagaland. However, the Home department notification after the Cabinet resolution was totally selective in nature. At the same time, there were two notifications on the same day with the same file number. If RIIN was really meant to protect all the indigenous people/tribes of Nagaland, why it is to be implemented only on the four indigenous tribes and the Gorkhas? Also, why only the Electoral role of 1963? Yes, it was decided on many consultations to have 1963 as the cut off year. But not exclusively the electoral roll! We all know through various sources, the situation of the then Naga Hills during 1960s. The National movement was at its peak, there was grouping of villages, enumerators during that time were mostly outsiders, elections and Indian census were boycotted, etc. etc. So, why no other documents prior to 1963? It is learnt from sources who met the CM that, the CM has said that it was done in order to protect them, because these tribes are living in other states of the NE. What about other indigenous tribes of Nagaland who are also living in Manipur, Nagaland, Assam, Meghalaya? Don't they deserve to be protected? If there is fear that these four tribes may have illegal migrants and enjoy their rights, what about others who are excluded (and there was also an incident where one person passed the NPSC but was later caught)? When we look back to the population growth graph of these four tribes, they are decreasing compared to other neighboring tribes. Therefore, looking into the decisions and notifications of the GoN, it looks like some hasty decisions has been taken probably due to some pressure(s) and no proper studies has been conducted and the recommendations of the Banuo Commission has been over looked.
• Other than the four minority tribes there are also a number of tribes such as Zeliang, Rengma, Konyak, Lotha etc. who have their presence in the neighbouring states but no heed paid. Also apart from this there are also cases, which is also not taken into account, where due to inter marriages between a local lady, who may belong to any tribes (major or minor) and a non local man whereby after marriage the family adopt and procure PRCs, ST Certificate and Indigenous Certificate of the state and are enjoying employment opportunities meant only for the real indigenous people. If the GoN is really worried and concern about the real indigenous peoples well being then it should adopt a general approach and include each and every tribe rather than this selective method.
• Selective implementation is biased. It may not served the good intention of the government when done selectively
• Why not conduct it for all the tribes?

• RIIN needs to be implement for all the Tribes.
• It should be done upon all communities. If every community agrees that it is necessary, why is the present government so adamant and selective? The few selected communities will definitely feel discriminated and there'll be certainly many genuine citizens who'll be left out because there is every likelihood of insufficient awareness and interest of the people during those days. Even if special consideration is granted again the same feeling of discrimination & distancing will be already felt by those affected selected party.
• RIIN sole purpose was to protect indigenous inhabitants of Nagaland now why the present government is hell-bent on implementing on non Nagas. Are they still hiding their true targets, and hitting around the bush. All indigenous inhabitants be it Nagas or non Nagas support this RIIN, seems the government is afraid of the benefits this four tribes going to benefit from the implementation of RIIN.
• Why only upon the 4 minority non- Naga tribes? In fact, these minority tribes barely 40-50k in population poses no threat at all to the social structure of Nagaland
• First of all there is no threat or increase in population of these so called minority tribes. Secondly, why would the people of these minority tribes migrate to Nagaland? There's no such job opportunity nor special status given to these people. They have been outlined for a long time and to introduce this RIIN sidelining these tribes is a bias action by the Govt. If the Govt of Nagaland is serious about illegal immigrants then they should first check the tribal inhabiting the porous boundary viz Konyak (Burma), Chakhesang (Manipur), Zeliang (Manipur, Assam) etc. who enjoy the status of Backward Tribes. There is also high chances of increase in vote banks of these particular tribes. To conclude, RIIN should be implemented to all tribes. I bet even some people of the major tribes will not have their name on the 1963 electoral roll especially the NPGs. So what will the Govt of Nagaland do to them?
• Yes as per the Nagaland Government Notification/s regarding RIIN/IIC it has been notified selectively only for the four minor indigenous tribes of Nagaland, namely Kuki, Kachari, Garo and Mikir.

• Yes the reason is why not all the tribes of Nagaland
• Because, it has been implemented only to the indigenous minorities tribes of Nagaland
• Because RIIN should be done to all the tribes of Nagaland not only with the minorities. As we all know many Nagas from Assam, Manipur and other neighbouring states of Nagaland emigrates and have been staying in Nagaland as an indigenous inhabitants due to their relatives. This process does not include only a particular tribe but almost all the tribes of Nagaland. Therefore RIIN should be done to all tribes so that perfect result could be evaluated.
• Why to implement only on particular tribe, but not all indigenous inhabitants of Nagaland?
• Yes, RIIN should be done away with. It is discriminatory in intent. When we already have Aadhaar Card and ST certificate why is the government introducing this RIIN. There is a sinister design to divide the people on the basis of tribe.
• Yes. We all know that RIIN is redundant. It serves no purpose at all. The Government should strictly implement ILP, this is the only way to protect the Naga people.
• Yes. To protect government jobs from being snatched away by non-locals of Nagaland, the department should ensure there is no backdoor appointment and that all jobs are filled in a transparent manner according to the rule of law. This simple mechanism ensures that RIIN is not required. RIIN is only destroying the social fiber of the society.
• Let RIIN be implemented vigorously and not selectively. The question is not about minority or majority but the first list of electoral names as entered in 1963 will surely show a clearer picture of bogus and factual voters in current time. The minorities have never been a threat, it is always the majority with bogus voters list hunger for power creating problems.
• Only 4 tribes 
• Only 4 tribes are selected for RIIN
• This is discrimination and violation of fundamental rights of equality to its citizens. Any law enacted should be applied equally to all recognised tribes and not selective.
• Because looking at the Banuo Commission Report on population logistics, the government should be focusing on some other tribes which has showed sudden increase in population rate instead of focusing on some negligible section of the community. Ignoring the elephant in the room will not do.
• Discriminatory in its form. Denial of Rights to equality. Denial of basic fundamental Rights.
• The real influx tribes from Manipur are owning properties and colonies in Dimapur. And after RIIN implementation will the Genuine Including Tribes be granted Quotas while applying for state government jobs!? If Not, then it's pure Discrimination.
