
Kohima | November 25 : The approach of Information Communication Technology for inclusive and holistic development in north east India and linking better connectivity and networking, with inclusive social and economic development with mainstream India and the rest of the world, was the focus at the 2nd e-North East Award Summit’ 2011 here today.
Gracing the Summit as the chief guest, Minister for Planning & Co-ordination, Veterinary & Animal Husbandry, Evaluation and Parliamentary Affairs T.R. Zeliang said the summit intends to provide avenues for government, industry, civil society and academia interface for dialogue and deliberation on governance and development challenges in the North East Region and to explore solutions through ICTs and information mediums.
He said the concept of development and governance is undergoing rapid change, the world over, especially with the advent of information communication technology. “Such changes have been ushered in by the mind boggling development in the field of communication technology,” he said and cited examples where mobile phone and television that completely altered the way people communicate and learn. It has changed even the way that modern man thinks and lives. He said the increasing focus around the world is on how to leverage ICTs to enhance development and growth, leading to better governance and public delivery system. In this, he said that many see ‘Internet technology’ as a panacea to address social, economic and administrative challenges and added that e-governance is becoming a new thrust area in policy programmes.
There are multifarious interventions of ICT for development in India at the best of government, private and civil society partners. As far as NE is concerned, Vahan in Arunachal Pradesh, EModop in Nagaland and Dharitree in Assam. There are also series of computerization programme being carried on in the various states under National e-Governance Programme (NeGP), he said.
“While the success and failure of such programme are being researched and studies, they have all been initiated with the expectation that they would transform community development and growth through provisioning various e-Gov and other services,” the minister said.
He said that the e-North East Summit attempts to address issues relating to the field of Information Communication Technology and focuses on technology in the use of internet for development and good governance in North East India.
Stressing upon the platform that has been set up essentially to exchange ideas and knowledge and share experiences of best practices among the states along with demonstration of things happening all over the country, the Minister was optimistic that all this would greatly contribute to the betterment of the underdeveloped and economically backward region of the North East.
He also inaugurated the North East India Digital Festival, which featured exhibition of products, services, innovative practices by various institutes across the country.
MLA Vikho-o Yoshu, advisor to CM, ITC, Nagaland said given the challenges facing communities of the North East, including difficult terrain, poor connectivity and infrastructure, shortage of power, low capita income etc, and the importance of access to vital public services and locally relevant context, the e-Northeast Summit 2011 should give a platform to explore various sustainable models which may offer an avenue to such empowerment by drawing on community resources and labour.
“Together we should be able to build a unique community development model empowered by information communication technology tools,” he said.
Chief Secretary Lalthara in his address at the closing function said the advancement of the world depended on innovation, adding that every innovation has to be based on e-process, which can really change the world.
Stressing on the need to innovate further, he asserted that if the society go with the same system, “we cannot really progress” and further encouraged the individuals/institutions to go forward and do more innovative practices for the cause of humanity.
