Kohima, November 18 (MExN): The Joint Committee for Prevention of Illegal Immigrants (JCPI) on Wednesday submitted a representation to the Chief Minister (CM) Neiphiu Rio as a reminder on the issue of Register of Indigenous Inhabitants of Nagaland (RIIN) exercise in Nagaland.”
It urged the CM to enforce RIIN in letter and in spirit at the earliest, stating that it is the ‘only remedy’ to the mess and complication in the State arising out of improper possession of Indigenous Inhabitants Certificate.
The Committee reiterated that the cut off year for enrolment of indigenous inhabitant of Nagaland on the basis of Nagas by birth is December 1, 1963.
“The 21/11/1979 date which constituted Dimapur as Tribal Belt vide Land Revenue Department Notification No LR/2-118/76 by no means will be accepted as the cut off year,” it asserted.
It acknowledged the State government for its prompt decision on RIIN exercise and added that the RIIN Commission headed by Banuo Z Jamir had submitted its final report to the government.
Though it expressed anxiety over the delay in submission of the report, the JCPI also said that it understood the ‘circumstantial difficulties’ arising due to the pandemic. Further, it stated that as RIIN has to be enacted under the law, “the primary initiative is for the Cabinet's approval of the report and place it before the Nagaland Legislative Assembly for making it into an Act of the Government.”
Reaffirming its earlier representations to the government, the JCPI urged the government to “introduce RIIN Act without further delay.”
