Expenditure on salaries increase to Rs. 2033.93 crore in Nagaland

The expenditure on salaries increased by Rs. 1013.85 crore (99.39 %) from Rs. 1020.08 crore in 2006-07 to Rs. 2033.93 crore in 2010-11. The expenditure on salaries under Non-Plan and Plan during the current year was Rs. 1996.85 crore and Rs. 37.08 crore respectively. According to report of the Comptroller & Auditor General of India (C&AGI) on state finances (Report No.1) for the year ended 31st March 2011 tabled on the floor of the House Thursday here, the report said expenditure on salaries and wages increased by 391.08 crore (40.97%) over the previous year mainly due to implementation of Sixth Pay Commission, release of dearness allowance installments and incremental benefits.

Salary and wages accounted for 40.69 % of the revenue receipts during 2010-11. Salary expenditure was 58.85 % of revenue expenditure, net of interest payment and pension, which was within the ceiling of 61% targeted in Nagaland Fiscal Responsibility & Budget Management (NFRBM) Act. The expenditure on pension had increased by Rs. 134.23 crore (66.54 per cent) from Rs. 201.74 crore in 2006-07 to Rs. 335.97 crore in 2010-11. The pension payments were Rs. 56.98 crore less than the assessment made by XIII-FX (Rs. 392.95) and also Rs. 160.36 crore less than the assessment made by the state government in its MTFPS (Rs. 496.33 crore) for the year 2010-11. The pension payments recorded a growth of 38.31 per cent over the previous year mainly due to introduction of new pension policy by the state government.
