Dimapur, June 13 (MExN): The boycotting of EPIC photography session by six colonies in Dimapur took a serious and dangerous tone today. The protest is over change of polling station nomenclature of the erstwhile ‘Polling Station No. 11, 12 DC Court Area Lengrijan’ as ‘Industrial Village Razuphe I & II’.
At 6:30 am the Deputy Commissioner of Dimapur Maongwati Aier issued 144 CrPc around the polling station area. Following this order, there was a lot of unrest with residents of the six colonies gathered outside near to T.L Angami’s house, as it was learnt that his residence was sheltering around 200 people, mostly youths, transported from his native village -Chedema village, Kohima. After a long persuasion, the DC managed to persuade the Chedema villagers to leave with his word that he will bear sole responsibility if anything happens to T.L Angami, his family, or property. The DC stated that he had to intervene in the matter to save the situation as it seemed like a clash between the two groups was imminent. “Law and order would have broken out on a larger scale” he said.
However, a section of the mob started to get unruly and stoned the windshield and windowpanes of one of the two buses from Chedema and two drivers, whose identity could not be ascertained, were beaten up. Following this incident, the Chedema villagers were sent off but later, things got more heated and finally IRB personnel had to lathi charge and fire tear gas shell at the mob as it got more unruly.
Addressing media personnel earlier in the morning the DC had informed that he was forced to clamp 144 CrPc to ensure that no clash takes place as both parties, ie the residents of the six colonies and supporters of T.L Angami had gathered near the polling station. He has also stated that 144 will continue until situation is back to normal.
“As stated by the six colonies, we have submitted the memorandum and they are negotiating the demands made for the change of nomenclature and further until then the people from the six colonies should refrain from demonstrations. If demands are not met, then they can go for agitations,” stated the DC Dimapur. He also informed that the main task as of now was to secure the area and see to it that the house of T.L Angami was not targeted. Also, that there was no breach of peace in the colony. It is yet to be decided if EPIC photography will take place tomorrow or not.
Interacting briefly with media personnel’s, T.L Angami affirmed that some 200 youths had come from his village for his protection because there are a lot of threats passed to him. He also stated that his village is government recognized and has been smoothly running for several years, but today certain colonies are claiming it as their land for their self generated interests.
Meanwhile, a press note issued by the joint forum of six colonies, namely Lengrijan, Duncan Bosti, Industrial Estate, Hill View, Oriental and Aokong colonies reiterated that they shall continue the voluntary refrain and abstention from the photographing until justice is done to them by the authority.
The joint forum also stated an open question to the State Election Commission as well as the Election Commission of India to disclose the rationale behind the change of an urban polling station to rural polling station, and the tough stand taken by the Election Commission against restoration of the original names, and to do justice to the public in respect of the two polling station which are located within DMC Ward No. 12 notified by the Government of Nagaland in its Nagaland Gazette Extraordinary on September 30, 2003 the same notified area which was initially under Ward No 11of the erstwhile DTC and subsequently separated and created as the erstwhile DTC Ward No 12 .
The joint forum also vehemently condemned the transportation of a large number of people from outside by Mr. T.L Angami into DMC Ward No 12 area and sheltering them at his residence located in Hill View colony near DC Office.
The note mentioned that from June 12 at about 3:00 pm to 1:00 am, June 13 Mr T.L Angami has brought about 300 people mostly youths from outside by deploying some private buses and a large number of small private vehicles and these people assembled at his residence thereby creating an alarmed tense situation in the area by the presence of this unruly mob who were equipped with lethal weapons. It was also stated that a complaint report (FIR) on June 12 was also lodged to that effect in West PS Dimapur at about 11:30 pm.
This morning at about 6:00 am, this people gathered inside the office premises of Senior Town Planning Office where the photography was to be commenced from 8:30 am, despite voluntary refrain by the bonafide electors from the photographing, when the time schedule stated, around 91 of them got photographed by impersonating the electors. Therefore, we herein demand from the authorities to nullify those photographed this morning in respect of the two poling stations.
The joint forum claimed that these people were used in the photographing for EPIC, impersonating the bonafide electors under the electoral rolls in Polling Station No 11 and 12 under 2-Dimapur II A/C on June 13, 2011 when the electors under these electoral rolls have voluntarily refrained from the photographing demanding for restoration of its original land “Lengrijan ADC Court Area/” from the existing name “Industrial Village Razhupe” which has been changed by deceitful and illegal means.
The joint forum stated appreciation to the police officers and personnel as well as the para military forces who were on duty throughout the entire ordeal undergone which is solely responsible to Mr.T.L Angami and the concerned erring officers who have changed the name of the polling stations secretly, illegally, arbitrarily and even without notice to the residents effected by such change.
