Few questions to State Govt on diploma in Elementary Education

The undersigned untrained teachers would like lay down a few lines for the public domain with regard to the recent Act passed by the parliament of India whereby it has clearly stated that those serving untrained teachers (Government, Government aided and Private Schools) without a minimum requisite professional qualification i.e. Diploma In Elementary education will be terminated from the service failing to acquired the diploma in Elementary Education (D.EL. Ed) on or before 1st April 2019.

No doubt it is in tune keeping in mind for better future generation but the hard  facts is that whether or not it would be practicably implementable in such a short period. Education being a state subject, our neighbouring states like Manipur and Meghalaya has come out with clear cut policy in line with the Ministry of Human Resources, Government of India where for those teachers who were appointed on or after September 3, 2001 has to obtain D.EL.Ed and for those appointed prior to that has been exempted because of their vast experiences in the said field.

In this regard, the undersigned would like to raise few questions to the State Government.

  1. As to what policy does it intend to adopt for those untrained Teachers who are on the verge of retirement or for those teachers who have family/health problem?
  2. Does the State Government intend to go a head with the directive of the Central Govt. in regard with the future of the un-trained teachers in the state or does it intend to come out with an alternative arrangement or modified version  of the directive as in the case of the state like Manipur & Meghalaya?
  3. Does the State Government have any better option in the offing for those teachers appointed in the backward district of the State under backward quota/ needless to mention appointed with a matriculate certificate in general or does it intend to apply the same yardstick in every knock & corner of the State?
  4. The state Government should also come out with a clear policy as to whether the said training should be taken up by only the primary teachers or so also the graduate teacher serving in elementary sections.

Nagaland State being a backward state, The State Government should either appeal to the Central Government for more years of relaxation period as 1st April 2019 as the last date & years to complete the process would be too short  a period for many teachers in a State like us.

The State Government should consider coming out with better alternative or a modified version considering the situation and condition of the people or an exception of those untrained Teachers with an experience of 10 years and above or likewise should be exempted from the purview.

The State Government should make their stand clear on the said issue and make known their intention to the public at the earliest possible time so that those thousand of untrained teachers whose future is at stack may get an opportunity to voice out their opinion and concern thereby helping the state govt. in resolving the issue to logical conclusion in the interest of one and all.
