KOHIMA, NOVEMBER 29 (MExN): The Government of India has informed the Nagaland government about the relaxation of the Protected Area Regime (PAR) for the upcoming Hornbill Festival. This was conveyed in a letter dated November 29 from the Ministry of Home Affairs to the Chief Secretary of Nagaland.
The State government had made several appeals over the past 12 months seeking relief from the regime. Nagaland Chief Minister Dr Neiphiu Rio met central leaders, including Union Home Minister Amit Shah, multiple times and also wrote several letters to the Centre, a DIPR report stated. His latest communication, dated November 28, 2025, reiterated the appeal as a member of the National Democratic Alliance. The State Cabinet had also passed a resolution opposing the imposition of the PAR in Nagaland.
The Home Ministry’s letter acknowledged that the 26th edition of the Hornbill Festival will feature six partner countries and highlighted tourism’s significant role in Nagaland’s economy, especially in generating livelihoods and employment. It noted that tourists from across India and abroad are expected to attend the festival. The partner countries will participate in various cultural events, business roundtables, and networking engagements.
The letter further stated that the State government had requested lifting the Protected Area Regime to promote tourism, improve ease of movement, and strengthen integration with the rest of the country.
In view of the importance of the Hornbill Festival, the Government of India has considered and approved the request for relaxation of the regime, the DIPRT report stated.
Taking to X, Chief Minister Dr Neiphiu Rio posted, “I'm grateful to the GoI & Shri AmitShah Ji, Hon'ble @HMOIndia for relaxing the PAP regime for the 26th Hornbill Festival. I further request the Ministry to consider a permanent relaxation of PAP in Nagaland to boost tourism, enhance global engagement & support the State’s growth.”
