Govt. introduces 3 new Bills

KOHIMA: The Nagaland government today introduced the Nagaland Money Lenders Bill 2005 and the same will be discussed on August 19 for enacting the legislation.

The bill if passed by the Legislature will regulate and control the transaction of money lending in the State. 

Moving the bill in the floor of the house, Chief Minister Neiphiu Rio said “the bill seeks to provide for the regulation and control of the business of money lending in the State of Nagaland and provide for necessary safeguards against exploitation of debtors by money lenders and at the same time, provide legal entity to the money lenders.”

Rio also moved for introduction of the Nagaland Fiscal Responsibility and Budget Management Bill 2005 and the Nagaland Salaries, Allowances and Facilities of the Chief Minister, other Minister, Speaker, Leader of Opposition, Deputy Speaker, Parliamentary Secretaries and other members of the Nagaland Legislative Assembly and Pension of Ex-Members Bill 2005.

Earlier, the NLA Secretary laid on the table, a copy of the Nagaland Municipal (First Amendment) Bill, 2005 as returned by the Governor for reconsideration by the House along with his message.

The Secretary also reported assent of the Governor to five bills passed by the Tenth Assembly during its Seventh session. It includes, Nagaland Appropriation (No.1) Bill 2005, Nagaland Appropriation (No.2) Bill 2005, Nagaland Appropriation (No.3) Bill 2005, Nagaland Agriculture Produce Marketing (Development and Regulation) Bill, 2005 and Nagaland Value Added Tax Bill, 2005.

Further, the Chief Minister presented Audit Report of the CAG for the year 2003-2004, Finance Accounts 2003-2004, Appropriation Accounts 2003-2004 and Nagaland Minor Mineral Concession Rules, 2004.

Parliamentary Secretary Soil and Water Conservation Nkhao Lotha also laid a copy of Nagaland Soil and Water Conservation Service Rules, 1997.
