The Motor Vehicles Department, Nagaland has been issuing Registration Certificate (RC) for Vehicles & Driving License (DL) in a fully computerized environment. The Registration Certificate & Driving License is issued using centralized applications known as Vahan and Sarathi which are developed by National Informatics Centre.
Vahan is the standardized software application which has been developed in order to automate the Regional/District Transport Office operations related to vehicle registration, taxation, issuing of permits, enforcement etc. Sarathi is also a standardized application for issuing Driving licences. At present, all the vehicles registered and licenses are being serviced through Vahan 2.0 and Sarathi 1.0. It has been implemented at all RTOs/DTOs across the country and this project has achieved many success and crossed significant milestones in the past years. After the successful implementation of Vahan2.0 and Sarathi 1.0, which is a centralized standalone application, the Ministry of Road and Transport and Highways (MoRTH) has now decided to introduce web based online services by upgrading its present Vahan2.0 to Vahan 4.0 and Sarathi 1.0 to Sarathi 4.0 for transparency, accountability and speedy public service delivery.
At par with the rest of the country, our State is also in the process of launching Vahan 4.0 and Sarathi 4.0. By launching this web-enabled online application, the real-time availability of vehicle/driving license details/information will provide quality of service delivery to the citizens, government departments and stake holders. Since there will be one single database for the whole country, there will be ease of data sharing between DTOs/RTO’s/States and this will minimize issues arising due to database manipulation, accountability of all transaction and data transparency. This system will also minimize the footfalls of the applicants at the RTO/DTO office. The applicant will receive the information/ confirmation of the payment of Tax/ tax expiry alerts on their registered mobile number through SMS.
In Sarathi 4.0, the applicants will now be able to apply online for license, upload the required documents and fill up their application online from his home or office. After applying on-line, the applicant needs to visit the office for biometrics capture along with the original documents that was uploaded for verification by the authority. One of the important features of sarathi 4.0 application is online slot booking for learners license, where the applicant can book a slot for learners license test according to his/her convenience. The learner’s license test/ examination will be conducted online in the office. Only after passing the examination the applicant will be given learners license. After a certain period of holding learners license the applicant will apply for a permanent Driving License where he/she will have to go through a physical driving test, passing it will qualify him to get a Driving License.
In Vahan 4.0 once the vehicle is registered the owner will received payment of Tax confirmation on their registered mobile number along with the application number through SMS based services both from the department as well as the bank portal.
The department is also planning to register new vehicle through dealer point registration module. Online dealer point registration is the registration of vehicles by car dealers, this online registration of vehicles would bring better performance for the citizen as well the dealer.
At dealer point registration, all private or commercial vehicles will be registered at dealer point and issue a temporary registration certificate and sent to the RTO/DTO for approval. Once vehicle parameters are entered by the registering offices, the remaining information will be automatically retrieved from the homologation portal like maker, maker model, laden weight, unladen weight, body type etc this will ensure transparency of vehicle information at all levels.
The applicant can request for any services provided by logging in to the vahan 4.0 and Sarathi 4.0 portals via parivahan.gov.in.
The Department is also in the process of introducing online payment service at the earliest for the convenience and speedy service delivery to the public.
