The Nagaland Public Congress Committee (NPCC) said it has resolved to appeal the government of India (GoI) and the State to implement the political solution since Governor RN Ravi has claimed that 'talks have concluded’.
After talks have concluded, there is no reason to keep the solution pending, NPCC President K Therie said during a press conference held after an ‘Extended Executive Committee Meeting of the NPCC’ on February 26 at Congress Bhavan, Kohima.
Calling the meeting ‘to discuss important and serious issues’, he said the political agreement and the agreed position and the stand of the governor's statement on conclusion of talks, were also discussed.
“Therefore our unanimous appeal from all the 12 districts and members present is to implement the solution at the earliest,” he said, adding that, “Solution, whatever it maybe, since it is now acceptable to the stakeholders, needs to be implemented at the earliest.”
Assembly resolution ‘vague’
The NPCC President however said that the party disagrees to the assembly resolution of demanding one solution terming it a ‘vague agreement’ when they themselves have ruled out the issue of integration. He questioned on how one solution can be made for all the indigenous Naga inhabitants belonging to different States and country.
Even the assembly resolution is contradictory when the governor says talks are concluded while the state government wants to continue the talk.
“If Naga inhabited areas are integrated, then there can be one solution but if we are to live as we have recognized the neighbouring states, then they have to live in the Manipur, Assam, Arunachal States and will be under the administration of the respective states and not under the state of Nagaland. So there has to be different solutions. But as for the resettlement and replacement of cadres, it can be on the same footing. But as far as the political structures are concerned, it has to be different according to the State,” he said.
'Do away with EVMs'
The NPCC President further said that the party has decided to move the Government of Nagaland to pass a bill to reintroduce ballot paper as system of election to Nagaland Legislative Assembly and Local Bodies as provided under Article 328 of the Constitution of India.
“People have lost faith in Electronic Voting Machine (EVM),” he said. He cited that according to an RTI, two companies have manufactured 38 lakh EVMs but the Election Commission of India said that they have received only 19 lakh EVMs, creating doubt for the other 19 lakh and that EVMs have been found in doubtful places like school buses, private cars, political leaders residences etc.
Most of the advanced countries have stopped using EVMs, he added.
Therie further added that the move is also under consideration in Maharashtra and likely to move the bill in March, and there is a feeling that even other states are considering to move the same bill.
Among others, the meeting held discussions with all the 12 district party workers, frontal organizations and legal experts “to urge the State Assembly to facilitate loans from Banks and other Financial Institutions by reading SARFAESI Act 2002 with Nagaland Land and Revenue Regulatory Act 2002; to propose the State Government to stand guarantee for entrepreneurs to avail loans until the benefits of SARFAESI Act 2002 can be availed by entrepreneurs in the state; and to support the Farmers’ movement against the 3 Farm laws which are pro-corporate and to urge the Government of Nagaland to continue with the implementation of APMCs with MSP for farmers in the state.”
