Introduce RIIN Act: NTC, Kuki Inpi

Dimapur, February 7 (MExN):  The Nagaland Tribes Council (NTC) and the Kuki Inpi Nagaland have urged the State government to make the Register of Indigenous Inhabitants of Nagaland (RIIN) into an Act in the upcoming Assembly session slated to be held from February 12.

In separate statements issued on Sunday, both the organisations reiterated the demand to make December 1, 1963 as the cut off year for RIIN.

The Kuki Inpi urged the government to table the report of the Banuo Commission on RIIN and make it an Act “to safeguard the land and its people with December 1, 1963 as the cut off year.”

Terming it ‘the need of the hour’, the Kuki Inpi Nagaland said that enactment of the RIIN Act would safeguard Nagaland from all illegal immigrants.

The NTC asked the government to address the demands of Joint Committee on Prevention of Illegal Immigrants (JCPI), regarding the enforcement of December 1, 1963 as cut-off date to qualify as indigenous inhabitants of Nagaland within the entire jurisdiction of Nagaland without any reservation.

“BEFR/ILP 1873 and RIIN are synonymous and therefore there cannot be any different date, year and place in the state for its implementation other than already notified,” the NTC asserted.

The State govt has been delegated with the power and therefore, it is the bounden duty of the state govt to enforce ‘1-12-1963’ as the cut-off year in the state of Nagaland in letter and in spirit, it added.

The NTC added that it is the only yardstick to properly ascertain the indigenous inhabitants of Nagaland and to prevent from any form of exploitation to its people at any given time.
