Introduction of Nagaland Lokayukta Bill 2012 blocked

Kohima, March 16 (DIPR): Nagaland Minister for Planning, T. R. Zeliang objected to the introduction of the Nagaland Lokayukta Bill 2012 on the floor of the House today, the 16th March 2012 at the ongoing budget session.

Supporting his stand in opposing the Nagaland Lokayukta Bill 2012, T. R. Zeliang observed that the bill introduced in the House has to comply with all the rules of procedures. He said that the Bill does not meet the requirement of Rule 67 (ii) and also did not fulfill the requirements of the statement of object and procedures under Rule 65 clause (i). 

He also reminded the House that Article 371 (a) was extracted from 16-point agreement and enshrined in the Constitution of India and termed Article 371 (a) as the current guardian of Nagas right. Zeliang also drew the attention of the members of the House about Article 71 of the Rules of Procedure, where they have taken oath for upholding the rules and procedures formulated by the August House.

He said that the Nagaland Lokayukta was totally unacceptable and not in tune with the Naga way of life and opined that the present method was better. On merit and on count of various provisions of procedures T.R. Zeliang termed the Bill as highly incomplete.

Speaker NLA, Kiyanilie after careful observation of the points stated by T.R. Zeliang gave a ruling that the introduction of Bill could not proceed due to various deficiencies. He asked MLA C. Apok Jamir to complete all the formalities required, for consideration.
