Kiphire, August 5 (MExN): The Election Commission of India (ECI) has ordered a Special Intensive Revision (SIR) of the electoral rolls in Nagaland with October 1, 2026 as the qualifying date, the Office of the Deputy Commissioner and District Election Officer (DEO), Kiphire, said on Wednesday.
In a press note, the DEO said the revision aims to ensure that no eligible citizen is left out of the electoral roll while no ineligible person is included. The Electoral Registration Officer (ERO) of each Assembly Constituency will be responsible for conducting the exercise.
The SIR will be carried out in multiple phases.
The preparatory phase will be held from August 5 to August 14, during which meetings with political parties and other stakeholders will be conducted, help desks will be set up, Booth Level Officers (BLOs) and officials connected with the exercise will be trained, awareness activities will be undertaken, and Enumeration Forms (EFs) will be printed and distributed to BLOs.
The second phase, involving house-to-house visits by BLOs, will be carried out from August 16 to September 14. During this period, BLOs will visit every household to distribute duplicate copies of the pre-filled Enumeration Form containing details of existing electors and assist them in completing the forms.
Electors will be required to submit the completed forms along with the necessary information to the BLO. The BLO will revisit households to collect the filled forms, retain one copy for official records and issue an acknowledgement receipt on the duplicate copy, which will remain with the applicant.
By September 14, the ERO will also undertake rationalisation of polling stations based on the house-to-house enumeration. The exercise will assess the requirement for new polling stations, ensuring that no polling station has more than 1,200 electors, except with the prior approval of the Election Commission. The ERO will also ensure that polling station areas are clearly defined and demarcated without any overlap.
The draft electoral roll will be published on September 20. It will include the names of existing electors who have submitted their duly filled Enumeration Forms during the house-to-house enumeration period or whose forms have been submitted online and verified by the BLO.
The DEO said names of electors whose Enumeration Forms are not received within the stipulated period will not be included in the draft roll. However, such electors may apply for inclusion during the claims and objections period by submitting Form 6 along with the prescribed declaration form.
The claims and objections period will be held from September 20 to October 20. During this period, the ERO and Assistant Electoral Registration Officer (AERO) will scrutinise the eligibility of proposed electors in accordance with Article 326 of the Constitution and Sections 16 and 19 of the Representation of the People Act, 1950, based on the documents submitted and field verification reports.
