Kohima DC orders places of worship to ensure accessibility for PwDs

Kohima, September 16 (MExN): The Deputy Commissioner of Kohima, B Henok Buchem, has directed all places of worship in the district to ensure accessibility and non-discrimination for Persons with Disabilities (PwDs) with immediate effect.

The order, issued on September 15, follows concerns raised by the Ministry of Social Justice & Empowerment, Government of India, regarding alleged discrimination against persons with locomotor disabilities at religious places and place of worship.

The DC stated that such practices, if any, violate the Rights of Persons with Disabilities (RPwD) Act, 2016, including provisions on equality, non-discrimination, protection from cruel or degrading treatment, accessibility standards and reasonable accommodation.

Under the directives, all places of worship have been instructed to ensure accessibility for PwDs with immediate effect. Minimum measures include provision of ramps with proper gradients and handrails at entry and exit points, removal of physical barriers and provision of step-free access wherever feasible. Accessible signage, including Braille and tactile maps, as well as auditory assistance systems, have also been prescribed.

Religious institutions have further been directed to provide reasonable accommodation during festivals, special occasions and peak hours. No person with disability shall be denied entry or subjected to differential treatment on account of their disability.

Management committees, trusts, priests, church associations and other concerned authorities have also been directed to sensitise and train their personnel on the provisions of the RPwD Act, 2016.

The order cautioned that non-compliance would attract penal provisions under Section 89 of the RPwD Act, 2016, and other relevant provisions of the Act, including fines and other legal action as per law.
