Manipur: Demand for white paper on tribal funds, removal of VC

Dimapur, September 14 (MExN): An organization in Manipur today demanded from the Manipur government a white paper on funds allotted for the tribals in the state, and another, removal of a vice chancellor and an office assistant in the Indira Gandhi National Tribal University campus in Manipur.  The ‘Manipur Hill Areas Autonomous District Council MDCs/ex-MDCs Association’ issued copies of letter addressed to the chief minister of Manipur Ibobi Singh and another, to the Minister for Human Resource Development, Government of India.
In the letter to the CM of Manipur, signed by David K Shimray President and Adani Choro General Secretary, the association demanded a ‘white paper’ on the use of funds by the Tribal Welfare department. The department is solely to tend to the ‘social needs’ of the tribal and aid their social and economic development, the association said. Officials who understand the issues and problems of the tribal should have been posted in the department but now it is “filled with bureaucrats” the association lamented. These officials have little or no sympathy and understanding of the tribal communities, the association said.
“Hardly any tribal is posted in key position. The honorable CM also holds the TD portfolio. It is nothing less than an attempt to exterminate the tribals and sabotage their rights,” the letter said.  The association has demanded a ‘white paper’ on the use of funds allocated to tribal from the Ministry of Planning. The ‘tribal sub-plan’ is Rs. 900 crore for 2010-2011 and the manner in which the money has been utilized need to be made clear and known, the association said.
In the second letter signed by the General Secretary Adani Choro and addressed to the Minister of Human resource Development, Government of India, the association demanded removal of the vice chancellor of the Indira Gandhi National Tribal University, Manipur campus and an office assistant. The vice chancellor directly appointed the office assistant from the general category as an office assistant on contract and “use her as his informer.” Since then, the association said, she ‘always went on fabricating wrong feedback against the tribals,” the association alleged.
The letter said recruitment for faculties concluded recently without inviting the OSD of the said campus and for which even the most qualified tribal was no selected. “No qualified candidate who passes PhD was selected in political science department. It proves that the VC is totally against the wellbeing of the tribals and discourage further research work for PhD degree. Since no qualified teacher who could guide for PhD scholar was appointed we demand for declaration of the recently concluded interview result as void and null,” the association’s letter said.
The association then demanded 99% reservation of seat for recruitment and admission, to tribals in Manipur. The organization alleged that the VC had given 75% of the seats to non-tribal in the recently concluded admissions to MA, MSW and MPhil. The association requests the Union Minister of Human resource Development to intervene and remove the VC and the stated office assistant before the matter becomes ‘bad to worse.’
