MGNREGS Mon conducts Social Audit
Mon, February 5 (MExN): The 3rd Phase of Social Audit District Public Hearing under MGNREGS for Mon district was held on February 4 at DRDA, Resources Centre, Mon Town.
PO, DRDA, Mon Temjen Longchar was the chairperson for the hearing. State resource person SAU, Nagaland Vepo Keyho gave an introduction about social audit and what District level public hearing is all about, including general issues that need to be tackled for better implementation of the MGNREGA scheme.
It was followed by review presentation of social audit findings of all 15 villages: Chingdang, Chingphoi, Lower Tiru, Tanghai, Upper Tiru, Jaboka, Lepa, Longlem, Neitong, Sangsa, Shengha Mokok, Shengha Tangten, Longwa, Shengha Chingnyu and Yuching under 3 blocks ie Wakching, Tizit and Phomching blocks that were audited. Discussion and responses from officials were followed.
EAC HQ, Mon Chubasanen Ozukum who was the Independent Observer during the hearing said that the two-way interaction provides the perfect opportunity for each party to clear their doubts and queries, during such public hearing, the practical problems faced by the village functionaries comes to light.
He highlighted that SAU findings should give a timeframe to rectify by the concerned blocks/villages and if corrected can streamline the system. He further urged the BDOs to participate more in the discussion. The programme concluded with public hearing resolution and vote of thanks by the chairperson.
Resolutions were made during the hearing: To appraise the social audit findings made by the audit team and take corrective measures in the near future; it was discussed that Rozgar diwas under Mon district will be held every 2nd Friday of the month in every village; Issues like No three phase photograph, no measurement book, poor awareness on MGNREGS and poor documentation, no completion certificate produced etc found during the audit period were reviewed and affirmed the implementation agencies that such will be maintained properly in the near future till the ‘SECURE’ (Software for Estimate Calculation Using Rural Rates for Employment) is fully implemented. The implementing agencies were asked to update all the Job Cards and maintain it for the future audits. The blocks officials concerned for Shengha Tangten and Shengha Chingnyu villages under Phomching block and VDB Secretary of Chingphoi village under Wakching block were given 7 days time to rectify the issue in written with regard to mismatch of amount sanctioned in MIS sanction order.
