More support on demands of graduate Engineers

On the letter to Editor which appeared on the daily paper on 13/04/06 about DITTE, we would like to add a few points in additions to that letter. We fully support the demands made by the persons concerned and they have raised an important issue to all the graduate engineers especially to the Computers and Electronics & Communication. With a few opportunities available in the Government sector unlike the civil, Mechanical, Electrical Department, The Dept of Information Technology & Technical Education is the only parent department for our mentioned discipline.

When the IT Dept was started it was a great relieve to us as it would bring employment opportunity to our discipline through competitive exams conducted by NPSC, but it is disheartening to hear that only some selected few privileged/favoured candidates has been recruited whose service contract has already expired (The duration being only for one year).

It is still surprising to hear that some unqualified people are also running the department having qualification in other discipline (rather than Electronics & Communication or Computer) but from Civil, M.Sc and Diploma in other branch. In PWD, Mechanical or Electrical Department it is unheard of having Engineers having other discipline rather then their own discipline for their department. Another question is; why was the Department of IT and TE merged?

A big question arises is this aspect. Is it to serve some person self interest or for some beneficial purpose? What does the service rule of the Department says about holding the technical and higher posts? What are the criteria or eligibility for all the technical posts? The department should be clear and concise with these things.

From a layman perspective its very clear and understandable that from the Technical Education side any graduate  in Engineering branch or science graduate can hold any posts, but from the Information Technology Side only the mentioned discipline above is qualified. But since these two departments are merged any persons can head the department or hold analogous post as the other in spite of not having a technical qualification and can be promoted.

For example, if compared with other Department it is possible that a B.sc graduate or electrical engineer can became the Engineer-in-Chief of PWD, which is an absurdity. This two are separate department dealing in different matters and in future there is 100% chances of bifurcating the two.

So it is better to separate them now and no confusion arises afterwards or now. One of the suggestions is to define clearly the service rules, remove all the ad hoc employees recruited, create more technical posts and recruit through NPSC. The Government has already ordered in a notification that all posts from Class III and above should be recruited through NPSC and so question of absorbing the ad hoc employees whose extension already expired with pretext of their indispensable service to the new department should never arise at all.

If by any chances that it happens otherwise there is a court available to challenge the arbitrary decision of the Government. The public are more informed and intelligent than before so nobody would remain a silent spectator and we earnestly request the government to look into the affair of the said department so that no eligible candidates are deprived of their opportunities.

The student organization or the Technical Association of this engineering branch should rise to the occasion to serve the public interest so that every eligible person gets employment opportunities.
