Presenting the State Budget 2021-22 at the 7th session of the 13th Nagaland Legislative Assembly (NLA) on February 18, he informed that the Strategic Committee on Economic Affairs headed by the Chief Minister has come up with a comprehensive strategy aimed at generating employment and gainfully utilising the services and experiences of thousands of returnees who have lost jobs and careers outside Nagaland.

Funding by NEC and support from the State Government to the tune of 26 crores is expected to create thousands of jobs in the next twelve months, he said.

"We will also support establishment of private transport companies to generate employment, encourage private investment and reduce public expenditure," he added.

The State government also announced the Chief Minister’s Young Leadership Programme earlier but could not be implemented due to the pandemic, he said.

The programme will be done on the lines of the International Visitor Leadership Programe (IVLP) and in collaboration with the Alumni of the United States Exchange Alumni, would give “life changing experiences to the participants and groom young Nagas the global environment,” he said.

In terms of leisure and entertainment via culture, sports, arts etc, he also announced the Chief Minister’s Scholarship for Music &Arts as well as the new Conservatory of Folk & Traditional Music attached to Regional Centre of Excellence for Music & Arts for archiving traditional tunes and folk songs.

Noting that Nagaland and the North East are ideal for adventure and motor sports, he said the state will host the final leg and the grand finale of the Indian National Rally Championships.

In November 2021, Indian motorsports will converge in Nagaland for an event that will draw the attention of the national and international media, Rio claimed.

The Kohima Cross Country will be held in collaboration with the Athletic Federation of India and will be promoted as a race that traverses the historic sites of the Battle of Kohima, he informed.

Public parks for recreation, exercise and fitness will be established in all the district headquarters and the State Government will extend assistance for initial establishment but maintenance and upkeep will engage local communities and stakeholders, he added.
