The Eastern Naga Students' Federation (ENSF) on Thursday submitted a three-point memorandum to Prime Minister Narendra Modi in connection with the December 4 and 5 incidents at Oting village and Mon town.
The memorandum called for the Prime Minister's immediate intervention and necessary action in delivery of justice for the 14 civilians who were killed in the two incidents.
In the memo, the ENSF stated that the daily wage earners from Oting village were on their way home from the coal mine area in a pick-up truck when "the Indian Security Forces, without any signal, blatantly fired upon the vehicle."
"The manner in which those innocent labourers were targeted is well -pre-planned by the security forces and massacred in the guise of the draconian law, the Armed Forces Special Powers Act (AFSPA) 1958," the memo stated.
It also apprised the PM that the Eastern Nagaland Peoples’ Organisation (ENPO) has adopted a Public Resolution on December 14 at Longleng, and "resolved to extend Non-Co-operation to the India Security Forces."
The key demands in the memorandum included immediate justice by way of booking the Indian Security Force personnel involved in the killings, under the Criminal Court of Law for trial.
It also sought compensation of Rs 1 crore each for each of the 14 civilians who were killed and Rs 50 lakh each for those persons who have sustained life-long injuries.
The commitment announced by the Chief Minister of Nagaland during the funeral service held at Mon on December 6, 2021 with regard to the compensation of secured job for the victim’s families should be realised at the earliest, the memorandum stated.
The ENSF also demanded that the Union Home Minister Amit Shah retract his "groundless statement" in the Parliament that, “they were signalled to stop but tried to flee,” and that the Security Forces fired in self-defense.
The 'incorrect' statement, it said, was "one sided and in direct contradiction to the report from ground zero," and should be retracted at the earliest.
Along with this, the ENSF also asserted that the Government of India should revoke the draconian law, Armed Forces Special Power Act (AFSPA), 1958 from the entire North Eastern States.
Furthermore, the Eastern Naga Students’ Federation (ENSF) along with its parent/apex body, ENPO shall continue to extend non-co-operation until such a time, the demands are met in letter and in spirit, according to the memo. It also held the Government fully responsible for any untoward law and order situation that may arise in this connection.
Meanwhile, the ENSF President Chingmak Chang told The Morung Express, that a team from the federation along with Konyak Union officials are currently in Delhi to seek justice for Oting.
He said that the team will try to personally meet the Prime Minister but in the mean time, "We are meeting the MPs from North East."
