Nagaland’s Chief Minister Neiphu Rio today moved for introduction of Nagaland Goods and Services Tax (Amendment) Bill 2019 at the 5th session of the 13th Nagaland Legislative Assembly here.
After introduction of the Bill on the floor of the House, NLA speaker Sharingain Longkumer informed that the consideration and passing of the Bill will be taken up on February 10.
The Goods and Services Tax (GST) has been implemented with effect from 1st July 2017. The GST consists of two components, namely, the Central Goods and Services Tax (CGST) and the State Goods and Services Tax (SGST).
The Central Government has already incorporated the CGST (Amendment) Act, 2019 in the Finance (No.2) Act, 2019 which has been published in the Gazette of India.
In a statement of objects and reasons, Rio informed that the state governments have been requested to make corresponding amendments in the respective GST Acts of the State effective from 1st January 2020.
As the Legislative Assembly was not in session, the Governor of Nagaland, in exercise of powers conferred by clause (1) of Article 213 of the Constitution of India, promulgated the Nagaland Goods and Services Tax (Amendment) Ordinance, 2019 on December 20, 2019 and notified in the Nagaland Gazette Extraordinary so that uniformity of decision and applicability is maintained.
The Nagaland Goods and Services Tax (Amendment) Bill, 2019 will make the Nagaland Goods and Services Tax Act, 2017 more comprehensive and trade friendly, Rio stated.
