NPCC lists more road funds

Dimapur, August 26 (MExN): The Nagaland Pradesh Congress Committee (NPCC) has issued more statements showing financial details of development works, specifically roads, bridges and related surface development.
The Congress issued more charts and details highlighting the summaries of funds utilized during 2009-2010 and 2010-2011, funds from negotiated loans, funds under Special Plan Assistance (SPA), Central Road Funds (ACA) and those from the North East Council (NEC) and under the Non-Lapsable Central Pool reserve (NLCPR).
The NPCC’s media cell assured that it would publish the proposed works program for 2011-2012 in respect of all the districts so the public stay vigilant and scrutinize for transparency. The Congress highlighted works program for 2010-2011 to enable the public to keep check on projects implementation and if implemented, to check the quality of workmanship.
 “It is paramount for public to question the authorities concerned if any irregularities are detected. Going by the budget provisions made during 2010-11 and amounts utilized till 2009-10, it makes little sense as to why our roads should be in deplorable conditions after spending massive funds on construction, improvement and repair/renovation works,” the NPCC said, echoing common sentiments.
 “The people of Nagaland deserve better roads going by the magnitude of road funds made available. Bad roads in the state are a reflection of NPF’s mis-governance and monstrous corruption.
It’s high time they are politely shown the door for failing on all fronts,” the Congress said.  The summery of funds utilized during 2009-10 & 2010-11 show the expenditure incurred up to the end of 2009-10 at Rs. 26909.79 lakhs. The total budget provision during 2010-2011 show Rs. 22997.00 lakhs.
Under negotiated loan, the chart shows Budget provision during 2010-2011 for roads at the total Rs. 700.00 lakhs while the expenditure incurred up to the end of 2009-2010 stood at Rs.550.00 lakhs.
For bridges the sub-total expenditure incurred up to the end of 2009-2010 stood at Rs. 1337.03 lakhs while the total for roads and bridges stood at Rs. 1887.03 Lakhs. The budget provision during 2010-2011 was stated at Rs. 1600.00 lakhs (roads) and the sub-total (bridges) at Rs. 900.00 lakhs.
Under special plan assistance,  expenditure incurred up to the end of 2009-2010 showed Rs. 500.00 lakhs as sub-total while the budget provision during 2010-2011staood at Rs. 7200.00 lakhs.                            Under Central Road Fund, the expenditure incurred up to the end of 2009-2010 showed a total of Rs. 532.00 lakhs while the budget provision during 2010-2011 showed Rs. 697.00 lakhs in total.                  
Under non-lapsable central pool reserve for roads the expenditure incurred up to the end of 2009-2010 showed Rs. 17349.77 lakhs while the budget provision during 2010-2011 showed a sub-total of Rs. 4100.00 lakhs. For bridges the expenditure showed Rs. 17349.32 lakhs while the budget provision stood at Rs. 9500.00 lakhs.
Under North East Council, the NPCC’s chart shows expenditure incurred up to the end of 2009-2010 at Rs. 6641.44 lakhs while the budget provision during 2010-2011 was given at Rs.4000.00 lakhs.
