Dimapur, April 8 (MExN): The State Level Bankers Committee (SLBC) meeting held on April 8 approved the target of Nagaland State Rural Livelihoods Mission (NSRLM) for credit linkage to 1000 SHGs amounting to 10 crores during this financial year (FY) 2019-20.
The SLBC 3rd quarter of December-end meeting was held at Kohima, chaired by Temjen Toy, chief secretary Nagaland and chairperson SLBC.
The NSRLM also shared its strategies for achieving substantial progress on financial inclusion initiatives in the State. A Bank Sakhi (BS)—a community cadre (CC)—SHG member, will be placed in Bank branches where Saving Bank account of SHGs exists and address issues of SHG or its members. A community based repayment mechanism committee (CBRM) will be made functional in all Bank Branch to oversee timely repayment of loans availed by SHGs. The State shall develop human resource from amongst Bankers and ex-bankers and sponsor them to undergo training on financial literacy and utilise them as State Master Trainers (SMT/SRP) for staff as well as SHG members by capacitating as financial literacy-community resource persons (FL-CRP) and position them in every village, who will in return train and educate their own cluster or community. An alternate banking model through identification of SHG members as business correspondent (BC Sakhi) shall be positioned in interior villages to function as customer service point (CSP) to make financial services reach the door-step of every rural household. In order to have maximum participation of the community for scaling up financial benefits, the State Mission is looking forward for early constitution of SLBC Sub-Committee on SHG Bank Linkage, district level coordination Committee (DLCC), block level coordination committee (BLCC), in accordance to the directive of the Reserve Bank of India (RBI). The SHGs have its own bank linkage sub-committees at village level to look into the welfare of its members while promoting good repayment of loans. The NSRLM have structured its human resource at state, district, block level respectively and master bookkeepers (MBK) at the village level.
The other major targets under the State Mission’s annual action plan (AAP) FY 2019-20, approved by the Empowered Committee MoRD, are: sponsoring bank officials for orientation program on NRLM SHG bank linkage, enrolment of members under social security schemes viz. PMJJBY & PMSBY, PMJAY, APY etc., train SHGs on financial literacy and opening of SHG members saving bank account.
The NSRLM also would like to express gratitude to the SBI authority for assuring to provide credit linkage to NSRLM SHGs as sought in the target plan.
