Dimapur, July 18 (MExN): The Nagaland University Teachers Association has reminded that in its meeting with the President of India, Visitor, Nagaland University, Minister, MHRD and the Director, Central Bureau of Investigation in March 2010, it had reiterated its demand for a fresh CBI probe on corruption in Nagaland University led by high ranking officials of the CBI. The NUTA reiterated its claim that the CBI team from the EOW, Kolkatta, was found being entertained by the Vice Chancellor Prof.Kannan with sightseeing picnic at Kisama, Khonoma and Mezoma in the midst of the CBI investigation during March 2009.
In all the three visits to Nagaland in March, September and November 2009, this CBI team enjoyed the hospitality of the University and the Vice Chancellor under scanner and was provided Nagaland University vehicles, which is against CBI’s own standing rules against use of hospitality and vehicles of organizations under investigation, reminded a press note issued by NUTA President Rosemary Dzuvichu and Secretary General Dr N Venuh.
The NUTA divulged that in November 2009, the CBI team was hosted by Prof.Kannan for many days, at the University Guest House, Lumami, where he himself was staying, when all relevant files and documents were at the Kohima office. “It is highly questionable what kind of investigation was being done at Lumami, when the main university office, staff and all files were still at the Kohima office”, stated the NUTA.
As such the NUTA stated that it had rejected the biased and false CBI Report. “This report was submitted to the Vice Chancellor in March 2010, by the CBI Kolkata, in serious violation of investigation rules, as Prof.K.Kannan himself was under investigation for the one crore fifty nine lakh supply of equipments to School of Engineering and Management, Dimapur, when he illegally held the post of Finance Officer of this University for more than one year”, the NUTA claimed.
It was alleged that the CBI Report was initially not submitted to the MHRD but to the VC under investigation, which is highly objectionable and strongly questioned by the CBI’s own Director Mr.Ashwini Kumar, who was shocked that the CBI report had been submitted to the VC under investigation and not the authority that had directed for the CBI Inquiry.
The false CBI report did not take into cognizance documentary evidence submitted by the NUTA procured under RTI Act from the University itself, which prove the Vice Chancellor had procured equipments worth crores, without floating mandatory tenders and in serious violation of financial codal procedures, the NUTA claimed while stating that the investigating team had failed to take into cognizance two reports of the University’s own Inquiry Committees, that had indicted the Controller of Examination of embezzlement of funds from the Prime Minister’s Package, while posted as OSD, NU, Lumami.
The NUTA also claimed that the CBI also falsely covered up the case of former the Registrar and fake Printing Presses and financial irregularities, including the fake certificate case involving the present Assistant Registrar, citing irrelevant reasons like difficulty in remembering when the two Officers under investigation were still in office during the period of the CBI Inquiry. “These are the terms of reference for investigation by the President of India, who directed the CBI Inquiry into this University, based on prima facie evidence”.
Therefore, the NUTA has questioned the decisions of the Vice Chancellor in reinstating the Controller of Examination in March 2010, when clear directives had been issued by the President of India on divesting him of authority, based on FFC Report. The NUTA questioned the Vice Chancellor on allowing the Assistant Registrar to continue in the capacity of DDO of this University till date at Lumami, when the demand has been placed by the NUTA for a fresh, impartial probe to the President of India, citing hard evidence.
The NUTA also questioned the credibility of the Government of Nagaland in recruiting and appointing the former NU Registrar to the chief post in RMSA, when there is a standing demand placed for a fresh CBI probe by the Association. The NUTA claimed that the CBI Report had also drawn the attention of the Ministry of Human Resource Development, as there are glaring loopholes in the CBI investigation report, as discussed in the June meeting with top MHRD officials.
“Therefore, none of the mentioned University Officials have been cleared of corruption by the President of India till date, who had directed for the CBI Inquiry based on the Face Finding Committee Report on Nagaland University. The demand of the NUTA is for a Fresh Impartial Probe into all these cases of corruption and no Officer be allowed to remain in office, including the Vice Chancellor, during the period of Inquiry, as per Government rules”, stated the NUTA.
The NUTA stated that the “failure to send all officers under CBI scanner on leave from office, has resulted in a false and biased report, continuous harassment and vendetta on NUTA officials and the teaching community, leading to illegal suspensions of the CEC NUTA leaders in November 2009 by the vindictive and corrupt Vice Chancellor Prof.K.Kannan”. The NUTA’s demand for justice and a fresh CBI Probe on all these cases has been placed before the Visitor, the President of India, NUTA stated
