•-The concerned elders would like to draw the attention of the Chairman CFSB/CFMG and the Home Ministry, GOI to clarify to the Naga people on the public security/safety that has been assured under Cease Fire Agreement. The present atmosphere of fear and insecurity in several districts like Mon, Zunheboto, Kiphire etc has become very intolerable due to presence of large numbers of uniformed and armed underground cadres from different rival groups openly in the civilian areas.
During the Chairmanship of Gen.Kulkarni and Mandata, public were informed and even encouraged time to time to co-operate and co-ordinate with concerned authority for proper implementation of CFGR. However, the present turmoil presents a very different scenario as if there is no Cease-fire mechanism or authority to monitor the situation.
We therefore would like to ask the competent authority to enlighten the public-1) If there is any cease-fire rules that UG groups must adhere to? 2) The CFGR is same as before or completely changed? 3) How many groups have cease-fire with GOI and the CFGR are same to all or differs from one group to another?
4) How many designated camps, where and for which group, give details? 5) Why UG cadres of some group are roaming in big group in villages and towns with Arms and uniform? 6) Is it true that some group can roam freely while other group must stay only inside designated camps? 7) Is the Chairman cease-fire board/group intentionally allowing the UG cadres to roam freely in public places?
These questions are being raised because armed UG’s are openly canvassing not only in villages but also towns and urban areas thus creating fear psychosis and mental traumas to students, children and innocent civilians. We therefore want to request the GOI through this open letter to ensure that the Chairman cease-fire authority to station in Nagaland and implement the CFGR strictly, to ask the UG cadres to return to their respective designated camps immediately. To direct the Cease-Fire Chairman to take actions on defaulting groups without favor or partiality.
If there is no cease-fire authority in Nagaland at present, we appeal the GOI to immediately appoint and send the concerned authority to Nagaland immediately so that the public in return can also assist the authority to normalize the situation.
