Prevalent of DAN’s policy on social life of the people

Since our Nagaland State budget session for 2011-12 is approaching nearby, the public ought to analyze the past promised, policy and programmes, activities, achievements or failures of the government because it is the common people who are bearing the brunt of all the government’s misappropriation expenditures, deficit and liability and suffers silently. It is the common people who are reeling under untold hardship and pain.
So much has been talked about the DAN government, bringing enormous developments to every nook and corner of the state much beyond people’s expectations during 8 (eight) years of its ruling the state and thereby, has effected rapid progress and advancement in the field of both human socio-economic sphere and human resources development to a great extend. In addition to these, the present day government goes on in espousing that it has initiated various noble and beneficial schemes coinciding with its declared programmes – year of farmer, year of youth empowerment, year of women empowerment, year of capacity building and year of entrepreneur etc. for the common villages’ farmers, educated un-employed youth, women folks, weaker section of the society and entrepreneurs.
From there on, there was no looking back as the government has proceeded enthusiastically with its big trumpet slogan-peace for development and development for peace in conversant with its declaration of our state as the land of festivals, the land of road-shows and the land of fair-exhibitions and so on which it claimed was for the developments of a government-people interface. Furthermore, the DAN party went to the extent of asserting time and again that its government meant total transparency, accountability, E-governance and also, it’s government meant business and for an all round development which sound great relief and sweet to the ear. Then, in a greatly self-praising and self-satisfactory acclamation, the DAN party and government have even proclaimed to have achieved so many things for the people during 8 (eight) years of ruling the state which no government in the past has ever achieved so far.
Thus, it is assumed by one and all that the socio-economic life of the common people in the state has been uplifted to a great extend. But unfortunately and sadly, here the hard fact and reality that remains unanswered is that all those proclaimed developments in abundance are with lack of quality controlled workmanship lying unusabled and unserviceable to human need while all those bombastic and grand declaration of noble and beneficial schemes and programmes seems to be more of a mere form of sugar coated advertisements only that hardly benefits the common people except for a selected group of few individuals.
And contrary to its promise for providing of total transparency, accountability and E-governance, the DAN government has become the most corrupt and irrational government that the public have ever seen so far in Nagaland. As far as the truth in concerned, the present day government has been reeling under all sorts of scams, corruption, omission and commission, deficits and liabilities and mal-functioning. Under the DAN government, abuse of power, violation of established rules, rampant misuse and blatant diversion of development funds and corrupt-practices have become a normal system, a pride, a privilege and a way of life. Therefore, to its credit, we have so many scams such as Bogus teachers’ appointment scam, Coal scam, NSMVR scam, Road scam, Transport subsidy scam, NPSE scam and MNREGS scam etc. which are being kept safely under the cold storage of the present day DAN government and the public demand for justice has become a far cry.
Whilst, it’s pro-poor/people friendly budget and policy have sucked away all the public funds, leaving behind the state and its people totally high and dry and as a result of which, the per capita income is in its lowest term in the present situation as there has been no circulation of funds within the society to earn by the common people. As such, the socio-economic life of the common people is not that rosy, progressive, prosperous and safe as the DAN government has put them to be but instead, remains miserable as ever with no hope of relief in sight.
Under the DAN government, there is acute shortage of funds for public welfare development but there is always available of funds for private welfare development and because of this private welfare development programme, Budget deficits has been mounting higher and higher spontaneously and reached its zenith stage in the present situation.
To tell the truth, in Nagaland, leaving a side of the government employees’ salaries, the funds of the state coffer generally seems to revolve around those in power, their coteries and a handful of privileged elite class only which forms hardly 5% of the society’s population. So, when nearly 95% of the society’s population are at the mercy of those privileged elite class of society, one cannot claim or proclaim that our society is progressing in human socio-economic sphere and more importantly , when the funds meant for development of the state and circulation within the society is being completely  accumulated away or diverted away for private investments in Kohima, Dimapur and elsewhere in other parts of the country only, instead of circulating within the society, definitely and there can’t be room for required level of human resources development too.
Undoubtedly, our Naga-society inspite of being an egalitarian society, rich and poor or in other words haves and have-nots/privileged and under-privileged become inevitable in the gradual transformative stages of our society. Yet, as far as one knowledge is concerned, it has become crystal clear that the DAN government during its 8 (eight) years in power has divided it to its fullest abnormal form and widened the chasm between the haves and have-nots in the present society, an attribute of the DAN government which is a dangerous social state of affairs for the generations to come.
Even India today, the most trusted magazine which closely monitors the performances of all the state governments annually since 2003 for rating the best and worst performed state government by dividing the states into two categories (a) Bigger state consists of 20 states while (b) smaller state consists of 10 states, has in its report dated 29th Nov. 2010 placed Nagaland at 8th ranked position out of 10 smaller states last years is regrettable.
Besides, different government commissioned bodies/committees on different occasions have in their reports clearly pointed out DAN government under huge financial and development deficit/rampant misuse and blatant diversion of funds/corruption at all levels/termed DAN government as scandalous and farcical etc. and have even pulled up the present day DAN government on various lapses in the implementation of various schemes.
Although, Nagaland is one of the first attainment of statehoods amongst the smaller 10 states yet, it is far lacking behind other contemporary states in almost all the human socio-economic and resources developments and in good-governance is unfortunate.
Yet here in our land, the government of the day still proclaiming to be the best/champion of development is indeed shameful.
Therefore, it is high time to be honest and look beyond the horizon of mere proclamation and emotional out-burst.
