Random transfer of teachers hampering qualitative education

USSC demand cancellation of transfer orders within 15 days

Kiphire, October 31 (MExN): The United Sangtam Student’s Conference (USSC) has taken the Nagaland Department of School Education to task over the transfer of teachers with post, violating its own notification. 

In a press release received on Sunday, the USSC stated that despite the January 2009 notification which stated that “no post shall be transferred out of the district along with the incumbent,” the department had transferred seven teachers—five without relievers and two along with posts. 

As such, the USSC, on October 30, submitted a representation to Principal Director for School Education, demanding that it countermand the transfer orders within 15 days. It said that the random transferring of government teachers has caused deficiency of teachers in most of the government schools, and the schools have been functioning with shortage of subject teachers which is hindering the smooth functioning of classes and hampering the qualitative education. 

“Though transferring and posting is part and parcel of government norms, however, transferring and posting out government teachers without reliever has totally suppressed the ‘right to education act’ of the aspiring students of Kiphire,” the USSC underscored in the representation.

It also sought clarification on what grounds the department had transferred the employees without reliever and along with post, by violating its own departmental notification. Cautioning the department to “refrain from issuing random transfer orders by violating government notification, either through political pressures or self-styled favouritism,” it appealed the competent authority to cancel the transfer orders within 15 days. Should the department fail to fulfil the demand within the stipulated period, the USSC would be compelled to impose “democratic agitation” and the officer in-charge would be held accountable for any unwanted situation arising during the period, it added. 

Meanwhile, the USSC also directed all the teachers posted in areas under its jurisdiction to be in their respective places of posting before November 1, 2021, and resume their duties as per government notification. Stating that it would stand firm on its decision, the USSC asserted that any erring officers or teachers who take the appeal for granted, would be doing so at their own risk.
