Representation to CM against ASP Pillai’s promotion

Dimapur, Oct 19 (MExN): The Nagaland Police Service Association (NPSA) has issued a representation to the Chief Minister of Nagaland for his perusal and necessary action against the promotion of M.K.R. Pillai, Addl SP (MT) PHQ to the rank of S.P. The representation stated the association has been constrained to note that numerous unprecedented favors have been shown to the particular MKR Pillai and that it was through some reliable source that the Government is contemplating to upgrade Pillai to the rank of SP. The NPSA in the representation to the CM has detailed the unprecedented favours shown on Pillai of his service records from the post of a GD constable to the rank of Addl. SP. It mentioned that all promotions, right from constable to Inspector were allotted to him without going through any Central Promotion Test which is mandatory for all other officers. 

It stated that the promotions from Inspector to Deputy SP to Addl. SP were officiating promotions which as per rules, there cannot be two officiating promotions unless the Departmental promotion committee under NPSC has regularized the first officiating promotion. Moreover, in all his promotions in different ranks, he had not attained the minimum service period. The representation further stated that officers of 1998 batch of Dy. SSP recruited through NPSC are yet to be promoted to the rank of SP/Commandant even after a service in the rank of Addl. SP for more than five years. However, in the case of Pillai, he was given officiating promotion only in January 2004 and before the completion of two years, a proposal is being processed to promote him to the rank of SP. 

The representation also stated the service career of Pillai which is full of corruption, favourtism and nepotism by successive authorities in the department and Government. 

Through the statement, the association has reiterated that police, being a uniformed service, the rank, seniority and integrity is imperative for effective command and control of the department. However, unprecedented favours shown to a particular individual would affect the morale of the entire force. 

The NPSA also pointed that some senior officers in the department and in the Government level are showing their unqualified loyalty to Pillai, which is believed to be with ulterior motives, stated the representation. 

The NPSA further demanded that the proposal for MKR Pillai’s promotion to the rank of SP be withdrawn immediately by the Government. Failing which the association will be forced to launch agitation in the state, the representation stated.
