The Nagaland School Education Service Rules 2017 has created some uncertainty and doubtful future for the PSTE/D.EL.ED passed candidates as regards to the prescribed required qualification for recruitment to the post of Primary Teacher. Under Rule No-7 Direct Recruitment, III, A&B, it has been INSERT IGNOREed that the required qualification should be PSTE/D.EL.ED or B.A, B.Ed or B.Sc, B.Ed for recruitment to the post of Primary Teacher. This clearly shows its one sided in support of those with higher qualification. This is not rational and is well known that a graduate with B.Ed. and a hardly passed Hr.S/P.U with PSTE/DE.EL.Ed would compete in the recruitment examination/interview for the post of Primary Teacher is a fantasy. There is a vast difference between the two. The graduates and above have every ample facilities. Every department has its own service rules in grading with different qualifications and posts, like PHE, PWD, it has a specific grading of a diploma and a degree holder such as Junior Engineer, S.D.O etc.
If we follow the recently framed rules, it may attract the high qualified candidates like M.Phil, Ph.D. and the government cannot restrict them to appear the recruitment examination and the PSTE/D.EL.ED holders candidates will be crushed; and the government have to close down all the DIETs in State someday.
It may be recalled that in the year 2011, only PSTE diploma holders were allowed to appear the Primary Teacher recruitment examination and it was done to the satisfaction of all. After such incentives and encouragement for the DIETs students, no other measures and concrete policy was enforced till today.
It is a humble request and appeal to the All Nagaland Government Primary Teachers’ Association and the department to examine the anomaly and grievances stated above and streamline the rules for the interest and future of the students.
