Kohima, December 14 (MExN): A four-day Certification Programme for Returning Officers (ROs) & Assistant Returning Officers (AROs) of Nagaland in two simultaneous batches from December 13 to 16 (Phase-II) begun on Tuesday at the Administrative Training Institute (ATI), Kohima.

The second phase of the Certification Programme is being conducted for the districts– Kohima, Zunheboto, Mon, Tuensang, Longleng, Noklak, Shamator, Mokokchung and Wokha, a press release from the office of the Chief Electoral Officer (CEO) informed.

During the inaugural session, Addl CEO, Ruokuovituo Khezhie gave the welcome address and highlighted on the important role played by the Returning Officers and Assistant Returning Officers in the conduct of election. The programme was chaired by DCEO Alila Chang and vote of thanks was proposed by Jt CEO Sharon Longchari. 

According to the release, the four-day simultaneous training programme is being conducted by resource persons/National Level Master Trainers (NLMTs) deputed by the Election Commission of India (ECI). 

The various sessions would include nomination including instructions on criminal antecedent, scrutiny of nomination, withdrawal of candidature and allotment of symbol, Model Code of Conduct, qualification and disqualification, E-Roll, District Election Management Plan including COVID Guidelines, Service Voter Portal, EMS, ETPBS, NGRS, Observer Portal, IT Application including Nomination, Permission, Poll Day, Counting, etc, Postal Ballot, Counting, Polling Party and Poll Day arrangement, Vulnerability Mapping, Expenditure Monitoring, Paid News and MCMC, EVM-VVPAT Administrative Procedure, EVM-VVPAT Hands-On, it added.
