SMCs urged to focus on human resource development

School Management Committees (SMCs) in Nagaland were today urged to focus on human resource development to build a stirring and progressive society. 

This was stated by Kevileno Angami, State Mission Director, Samagra Shiksha Nagaland while speaking at the Community Mobilization and Sensitization Training organized by the District Mission Authority (DMA), SSA Kohima today. 

The programme focused on topics such as the Role and Responsibilities of School Management Committee (SMC), RTE Act 2009, Quality (Learning outcome, PINDICS and others), Social Audit, Account Maintenance, Record Keeping and Shagunotsav, Mid Day Meal (MDM), Special Training (OoSC), Shaala Shidi etc.

SMCs help build a critical bridge between the community and the school, playing the additional role of providing oversight in schools to ensure all basic requirements of the school are being met as per the Right to Education Guidelines 2009, Angami stated.

She insisted that human resource should be placed at the right perspective for all round development and economic stability. She recalled the constitution of the Nagaland Communitization Act 2002 in Nagaland to share responsibilities with the communities in managing institutions and services in various sector including education.

She however lamented that the performance of some VECs are not satisfactory and urged upon them to efficiently exercise their roles and responsibilities to take education forward. Angami further called upon the VECs and SMCs to share the practical difficulties as well as good practices for improvement of education system in the state.

She particularly lauded Rusoma village under Kohima district for initiating various measures on their own towards smooth functioning of the school.
 
Out of School Children 

Speaking on the topic ‘Special Training (OoSC) & Learning Outcome,’ Thungchibemo Lotha, Associate Professor (Reader), SCERT Nagaland, said that there is a need for special education programmes to mainstream the Out of School Children (OoSC).

He said that Universalisation of Elementary Education (UEE) is a constitutional commitment to provide free and compulsory education to all children in 6 to 14 years age group. With nature of OoSC being diverse, a variety of strategies will be required to fulfill the educational needs of these children, he added.

He lamented that the number of school dropout children are high due to lack of support from parents, poverty, overage, sickness, migration, lack of study habit, repeated failure etc.

In this, he called upon the SMCs to take necessary steps and link them (OoSC) to special education programmes and enroll them in the normal schools. The next leg of the training is scheduled to take place on June 12 at Tseminyu Town Hall at 10:00am.
