State resources drained by salary payment: Rio

KOHIMA: Chief Minister, Neiphiu Rio today maintained that a major part of the State resources were being drained out owing to the salary payment of the government employees and that the government was over burdened because of the overstaffing pattern of government employees.

Replying to a query put by BJP legislator Tiameren, Rio said that three corrective measures had been taken by the State Government to address the issue.

He explained that a ban had been imposed on creation of new posts, except in special situations, and with prior clearance of the post creation committee and approval of the cabinet. The other measure taken to address the issue included the transfer of persons with posts from Departments where there was excess manpower to newly created departments where there is shortage of man power, instead of creating new posts. Finally the Voluntary Retirement Scheme (VRS) given to 3879 work-charge employees of PHE department and 594 employees of Nagaland Sugar Mills Co. Ltd.

On being asked whether the State government had any guidance to determine the merit, efficiency and performance of an employee, Rio replied on the affirmative and stated that the guiding principles had been effectively enforced.
