Teacher’s boycott threat over illegal promotion

Dimapur, July 31 (MExN): A school teachers’ organization in the state today threatened to boycott all classes across Nagaland if the promotion orders, said to be illegal and through backdoor, of a graduate teacher are not revoked. An ultimatum of the All Nagaland School Teachers’ Association mentioned several high promotions in relatively short span of time.

The All Nagaland School Teachers’ Association has demanded from the Commissioner & Secretary, School Education and SCERT to revoke the “naked lawless” promotion order of a graduate teacher superseding 800 of her seniors. The association has set an ultimatum for the department to meet the demand to cancel the unnamed teacher’s promotion on or before 16 August or face statewide boycott of all classes.   “When senior Graduate Teachers of 1985/86 batch have just promoted to Asst Headmaster how can a 1994 appointee and regularized w.e.f. 2004 can be promoted to OSD (Headmaster rank) while her name is not even yet appeared in the seniority list?,” the ANSTA demanded to know.

“That Sir, at a time .when the School Education department is checking and investigating the illegitimate and bogus appointment of different nature. it is surprising to see that a Graduate Teacher of 2004 regularized group was promoted to OSD Directorate in the rank of Headmaster (Class I gazetted) vide order NO.EDS (PER) 1-2/06 dated the 17th July 2010 superseding around 800 of her seniors,” the ultimatum stated. The letter was appended by ANSTA president Kepelhoutuo Chusi, general secretary N Thungchio Shitire, vice president Lima Aier, joint secretary Kekuolhouthie and treasurer Ponchulo Wanth.  

“While she was just an adhoc Graduate Teacher she was appointed on contract basis as Evaluation Officer (Class II) in the Directorate of School Education vide order NO.EDS/1-5/2006(D) Dated 19/05/06 which itself is very questionable. The incumbent is still on contract basis as EO but she was again promoted to OSD Directorate of School Education. Moreover her promotion was surprisingly not processed in the branch but approval of her promotion came down from higher authority to issue order which revealed total disrespect for the existing rules,” ANSTA said.

The association queried that “when the government itself is involved in this kind of action, how does the government justify its stand to check bogus and illegitimate appointments currently going on in the department?”

“When senior Graduate Teachers of 1985/86 batch have just promoted to Asst Headmaster, how can a 1994 appointee and regularized w.e.f. 2004 can be promoted to OSD (Headmaster rank) while her name is not even yet appeared in the seniority list?” the ANSTA queried again.

The association said the latest action of the government is a mockery of the efforts to ‘cleanse’ the Education department  through preparing proper seniority lists, personnel service profiles, incumbency list, framing of recruitment policy and checking Bogus appointments.

Observing this “naked lawlessness action” of the government, the ANSTA said to have lost patience. The ANSTA has demanded that the promotion orders be cancelled on or before August 16, 2010. Failing to do so would drive the association to boycott classes in schools throughout the state till the demand is met.
