‘A suggestion to implement Digital Life Certificate for pensioners’
Khumong T, CSC Panso
As practiced till today, the pensioners of the Nagaland state government employees are subjected to present physically before the Disbursing Agency for ‘Life/physical Verification’ post-retirement. This is a burden to the infirm and aged-pensioners in the rural areas, who have to travel to the town and office for ‘Life Verification”.
However, with proper application of the available mechanism, Jeevan Pramaan, this difficulty can be avoided. Jeevan Pramaan is a biometric-enabled digital service for pensioners. Through Jeevan Pramaan, the pensioners can obtain the Digital Life Certificate by visiting the Common Service Centers (CSCs) or Jeevan Pramaan Centers, available with rural presence even in the far-flung corners of the state, without traveling to the town/office. This Digital Life Certificate is generated by submitting the basic required details and then authenticates with the fingerprint or iris records in the Aadhaar system. The Disbursing Agency can easily authenticate this certificate by entering the Certificate ID in the online system with cent per cent manipulation proof.
Currently, Nagaland is one of the only two states in the country, where this system isn’t implemented. Implementation of hassle-free-facility will provide convenience to a great extent, save public time and expenditure, etc. Therefore, I would like to suggest to the concerned department of the state government to kindly explore for the execution of this facility.
