DIMAPUR, DEC 21 (MExN): The allegations regarding a set of “Secret Proposals’ for settling the Naga issues supposedly submitted by NSCN (IM) General Secretary Th Muivah and his Emissary V.S Atem to the Government of India has resurfaced once again with the NSCN (K) making a more detailed revelation that the ‘voluminous memorandum’ was submitted in February, 2005 during their stay in Delhi.
In a press communiqué issued by C. Obed Lotha, Sectional Officer, the NSCN (K) brought to light what it alleged were extracts from the aforesaid secret document. It alleged that the NSCN (IM) was proposing for the formation of Naga Inhabited Areas (NIA). “NIA is an effort from the Naga people to resolve their issues within the framework of the India Union”, the NSCN (IM) was quoted in the alleged secret proposals. Further extracts from the document as alleged by the NSCN (K) calls for “Naga history of British resistance to be treated as a part of the Indian Freedom Movement and as the first organized revolution against British oppression as part of the school and collegiate education in all the schools.” Further, it was disclosed that “National level competitions and championships in sports and athletics will also be set open in the state in the next five years. To develop a cricket team to play at Ranji Trophy and football team at National level should be a prime task”.
The secret document also contains what it terms as, “the constitution of Naga inhabited areas is to effectively marginalize and nullify the armed conflict in the region and to silence other factions”.
Further, the NSCN (K) alleges that as per the document, Article 371 (A) of the Indian Constitution should not be confined to Nagaland alone but that “the same will be applicable to the areas or such places where Nagas have been living for generations”.
“This passage implies that the IM-Group is accepting the Constitution of India”, the NSCN (K) further alleges.
Against the backdrop of these proposals, the NSCN (K) has restated on a national assembly held during NNC time at UN Sethi, near Ighanumi on September 4, 1974 in which it was reported that Th Muivah was the Sessional Secretary and Zashei Hurie was Sessional Chairman. During this meet it was resolved and “reaffirmed that the Sovereignty of Nagaland is not negotiable” and that “any attempt to revise the national policy or any attempt to deviate from this stand or any compromise on the issue would constitute a betrayal and an act of treason to the State”.
