ANPSTA’s ultimatum to Director School education

Sub: For non-compliance to the regulation in appointment in respect of trained elementary teachers

Sir,

With honour and respect, the PSTE trained would like to draw your kind attention and remind you once again with the following points for early settlement of our grievances.

1. National Council of Teacher Education (NCTE), which is statutory body, is empowered to lay down certain regulations, norms, minimum qualifications for recruitment of teacher etc. through an Act of Parliament. Accordingly NCTE laid down the minimum qualification for recruitment of teachers in schools.

2. Whereby, the minimum qualification for elementary level is (i) Senior Secondary School Certificate or Intermediate or its equivalent (ii) Diploma of Certificate in teachers training of a duration not less than two years.

3. It is to be noted that after 3rd September 2004, every new recruitment is to fulfill the qualification so prescribed by the NCTE.

4. Accordingly our state also introduced Pre-service Teachers Education (PSTE) in the year 2003. Out of many applicants, about 150 of us were selected to undergo 2 years PSTE course in different institutions.

5. During the span of two years we came across many obstacles, despite all these we sacrificed and could at least make ourselves competent enough to teach with different skills, methods approaches etc. in teaching. 

6. It is also to be noted that we joined this course after 10+2 and by now our college mates have completed their BA.

7. Keeping all these to our account we highly expect our good government to recruit us, so that we can in continuation serve our people with the professional skills that we have acquired. But till date untrained who does not possess minimum requisite qualification are recruited keeping aside we the trained ones, which is very much unjust and it is completely against the recruitment policy.

Therefore, we once again apprised you Sir, that, since we have sacrificed to take up teaching as our profession moreover we fulfill the minimum requisite qualification as framed by the NCTE as authorized through an Act of Parliament. So we want you to do justice by adopting the policy of recruitment, as per norms and regulations of NCTE within a period of one month time i’e from the date of submission of this memorandum. Failing and continuing with unjust policy we may have no other option but compelled to seek for legal redress, for our rights are being denied.
